Work LocationHome based with missions to Yemen Expected duration3 months Duties and ResponsibilitiesThe United Nations Human Settlements Programme (UN-Habitat) is mandated by the United Nations General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. UN-Habitat is implementing the Strategic Plan for the years 2020-2025. The Strategic Plan lays out a recalibrated vision and mission, and a sharpened focus. UN-Habitat proposes to serve Member States, sub-national and local governments, and other key urban actors in the pursuit of four mutually reinforcing and integrated domains of change: 1. Reduced poverty and spatial inequality in urban and rural communities; 2. Enhanced shared prosperity of cities and regions; 3. Strengthened climate action and improved urban environment; and 4. Effective urban crisis prevention and response Following the adoption of the Strategic Plan, and specifically pursuing ‘strengthened climate change action and improved urban environment’ UN-Habitat Yemen Country Office has developed a Green Climate Fund (GCF) readiness proposal focused on climate change mitigation for Yemen, which has been approved by the GCF. The project will support the Low Emission Development of Yemen and prepare a NDC covering following sectors: energy, transport, industry and waste, land use and buildings. Background UN-Habitat Yemen UN-Habitat established presence in Yemen in 2018. Since then, UN-Habitat has supported the local authorities and people of Yemen to develop Rapid City and Neighborhood Profiling for 8 cities (Sana, Aden, Taiz, Sada’a, Ma’arib, Al-Huta, Marib and Zinzibar). The city profiling reflects on the context of Yemen that is suffering from protracted armed conflict since 2015. It includes an analysis on the damage assessment and effect of war on the political, social and economic conditions. The profiling feeds into the national and city recovery plan. UN-Habitat Yemen is also focusing on helping the most vulnerable, most affected population in several cities to rehabilitate damaged housing and community infrastructure facilities and systems; starting with Al-Hudaydah and expanding to other most affected cities, with the aim to provide safe, adequate and dignified living conditions. Given the huge influx of IDPs to urban settings looking for safe heaven, they usually lose their Housing, Land and Property documentations, hence UN-Habitat and GLTN is working jointly with UNCHR, and UN Women to start an initiative to increase Access for Women to HLP rights. As a member of Inter-Agency Standing Committee, UN-Habitat has been engaged in humanitarian response in Yemen, Iraq, Lebanon, Palestine, Sri Lanka, Pakistan, Somalia, Afghanistan, Sudan and many other countries. In Yemen, UN-Habitat is the chair of the Housing, Land and Property Rights (HLP) sub-cluster, under the Protection cluster. The overarching goal of the HLP sub-cluster is to facilitate a more predictable, accountable and effective HLP response in humanitarian emergencies. In line with the Principles of Partnership endorsed by the Global Humanitarian Platform, the HLP sub-cluster operates as an open and inclusive forum to benefit from the wide range of expertise within the HLP community of practice. As for climate change activities, UN-Habitat implemented a GCF readiness project focused on adaptation in the water sector in Yemen in 2022-2023 and submitted a GCF concept note proposal. UN-Habitat is also in the process of submitting an Adaptation Fund proposal. Reporting Line The consultant will be hired and work under the overall supervision of Head of Yemen Country Programme and/or his/her designate and will also report to the GCF readiness project team leader. The expert will be supported by National consultants in Yemen. The expert will work with the climate change unit at the Ministry of Water and Environment (MWE) in Yemen, which functions as the focal point of UNFCCC and climate finance operating entities. Coordination is required (through the GCF team leader) with UNDP, as UNDP will prepare the LT-LEDS. Duties and responsibilities: 1. Mission / lead workshop(s) to develop, review, update and agree on LED network / committee ToR and workplan and training plan 2. Prepare an ‘operations’ manual with a training module for the LED Network / Committee based on the TOR and its member inputs (including the NDA, MWE, CCU, line ministries and private actors), incl. highlighting multilevel governance arrangements 3. Mission / lead two training workshops for the LED Network / Committee members to operationalize its TOR, workplan and operations manual and LT-LEDS strategy 4. Contribute the development of a stakeholder consultation and awareness-raising plan for effectively reaching out and engaging different groups of stakeholders based on their specific concerns, interests and opportunities, including the private sector. 5. Support the preparation of a private sector engagement strategy \\ roadmap for NDC and LT-LEDs implementation 6. Document / develop national arrangements and mechanisms for the carbon market in Yemen under Article 6 of the Paris Agreement 7. Mission / lead two stakeholder workshops, guided by the strategy and plan – one for general stakeholders and the other dedicated to the private sector – to raise their awareness and interest in climate change mitigation and LED options and opportunities, including future Energy Transition 8. Mission / lead three workshops, guided by the strategy and roadmap, with relevant stakeholders from the private sector in climate change mitigation priority sectors to increase coordination and public-private partnerships, including mission(s). Qualifications/special skillso Advanced University degree in climate change-related field is required. A first-level university degree with additional two years of qualifying experience may be accepted in lieu of the advanced university degree. o 7 years of relevant work experience in the field of climate change mitigation is required. o Experience with operationalizing a Low Emissions Development (LED) Network / Committee is required. o Experience with capacity strengthening / leading trainings / workshops is required. o Experience with documenting National Arrangement of Carbon Market under Article 6 of the Paris Agreement is desired. o Experience with GCF readiness projects is desired. o Experience in the Middle East is desired. o Motivated to contribute towards peace and development and to serve others; Good interpersonal, networking and communication skills. o Excellent oral and written skills is required. o Excellent drafting, formulation, reporting skills is required. o Willingness to contribute and work as part of a team. o Flexible and open to learning and new experiences. Languageso English is the working languages of the United Nation Secretariat, for this position fluency in English (both oral and written) is required. Arabic would be an advantage.
