Role and responsibilities 

The purpose of the officer position is day to day implementation of the support functions responsibilities. Use actions words such as ensure, implement or assist for the position relevant responsibilities. 

Generic responsibilities (max 10) 

These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong in the Work and Development plan. 

To organize all logistics process and ensure adherence with NRC policies, tools, handbooks, guidelines and donor regulations.  Prepare and develop status reports as required by management in weekly, bi-weekly and monthly basis  To establish and maintain good contacts with suppliers, government offices, and other NGOs with regards to logistical matters.  Establish proper filing system of all logistics documents   Promote and share ideas for improvement of the Logistics function  Ensure proper Procurement, Warehouse, asset, fleet management at the office   To travel frequently to all the field offices to deliver logistics support   Provide support to field offices in terms of gap filling and technical advice in procurement, warehouse, fleet and asset managements and conduct frequent field visits.  Implement internal controls and procedures for ensuring strict compliance with the NRC Mission's Logistics Handbook and its standard operating procedures. 

Specific responsibilities  

These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly.  

Procurement: 

To manage all procurement activities at the office that includes all procurement requested at the area office including other field offices.  Impalement the procurement plans.  Responsible for low and medium value procurement.  Assist the Logistic coordinator on coordinating the tender evaluation process  Responsible of updating the supplier database at the AO  Ensure proper archiving of the procurement files (soft and hard copies)  To support on the tender evaluation and ensure it is complaint with NRC and donors regulations.  Ensure daily update for the procurement tracking sheet.  Others duties as assigned. 

Asset and fleet Management 

Assist on the annual asset verification process.  Responsible for asset register at AO  Act as focal point when require   Others duties as assigned. 

Critical interfaces 

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:  

Area Offices  Finance  HR  Program  Units of Logistics and Admin Dept. 

Competencies

1. Professional competencies  

These are skills, knowledge and experience that are important for effective performance.  

Generic professional competencies:  

BA Degree in Supply Chain management, Logistics or equivalent  Minimum of 1-2 years’ experience from working as a Logistician in a humanitarian/recovery context  Previous experience from working in complex and volatile contexts  Documented results related to the position’s responsibilities  Fluency in English and Ukrainian Language  

Context/ Specific skills, knowledge and experience:  

Willing to travel to remote areas and to field offices, ability to work flexibly including weekends and willingness to travel and work in rural locations and live in basic conditions. 

2. Behavioral competencies (max 6)
