What we are looking for

The Norwegian Refugee Council (NRC) is looking for an experienced, dynamic, and highly strategical individual to take up the role of Logistics Manager for Venezuela who will be responsible that the logistic set up is according to NRC standard and to support programme/project implementation for the processes of purchasing, transportation, and supply management.

What you will do

Ensure that country logistics structure complies with NRC Logistical Guidelines, NRC policies and donor requirements. Implement NRC’s logistics systems and procedures and develop in country logistics policy documentation in line with NRC Global procedure. Establish filing systems/archives according to NRC standards in all offices. Initiate and maintain necessary leases, licenses and contracts with relevant authorities and suppliers. Management of the logistics team  Training and support of line managers and staff with logistical responsibilities.  Contribute to program and project design, including budget development and preparation. Follow up and manage allocated budget lines.

What you will bring

Minimum 3 years of experience working as a senior Logistics Manager in a humanitarian, recovery context, or in an equivalent role in the private sector. Post – Graduate Degree in Supply Chain Management, Logistics, Business Administration, or related field. Knowledge of Logistics Management in Latin America, particularly in Venezuela Experience in purchasing management. Experience in process design and optimization is an asset.  Experience working in complex and volatile contexts. Documented results related to the position’s responsibilities. Experience of data collection, analysis and report writing Knowledge of market analysis tools and approaches Knowledge about own leadership skills/profile  Fluency in Spanish and English both written and verbal, intermediate to advanced level.

Venezuela's protracted economic, social, and political crisis has led to a severe humanitarian and protection crisis. Millions of people have fled the country, many others have been internally displaced, and at least 7.7 million people are in need of humanitarian assistance or protection.

Consecutive years of economic contraction, sociopolitical tensions, informal dollarisation and hyperinflation mean most families are unable to afford food. Long-term state underfunding of facilities and neglect of public infrastructures affect electricity and water distribution. At least 1.5 million children are out of school. Lack of documentation – birth certificates and identity cards – concerns 50 per cent of Venezuelans, hindering people’s ability to access basic rights and services. Venezuela has also seen an increase of violence due to the extended presence of irregular groups. Venezuelans on the move are furthermore at higher risk of exploitation and abuse. 

According to the UN Office for the Coordination of Humanitarian Affairs (OCHA), the Venezuelan humanitarian crisis was funded only 31 per cent in 2023 and is still one of the most underfunded crises around the world.
