JOB CONTEXT:
HI in 2023 has been implementing a mix of humanitarian and development projects in the Gaza Strip and the West Bank, including a long-term rehabilitation project in Gaza. HI is also the coordinator of the Rehabilitation Platforms in Gaza and in the West Bank (two coordination bodies among all rehabilitation actors in each area).

The new conflict between Hamas and Israel in October 2023 has created a major humanitarian crisis in the Gaza Strip. Around 70,000 Palestinians have been injured and several thousand among them have suffered from amputations or permanent impairments. HI is managing a complex humanitarian operation in the Gaza Strip, with extreme challenges in terms of access and security. In addition, HI is also implementing a mix of emergency response and preparedness activities in the West Bank, with several access and security challenges.

HI current response spans these sectors: physical rehabilitation, humanitarian mine action, humanitarian logistics, education in emergencies, emergency preparedness, disability mainstreaming/inclusion in humanitarian action, advocacy and distribution of health, hygiene, and NFI kits.

Main challenges: severe lack of security and humanitarian access in Gaza; security risks, access constraints, and potential further escalation in West Bank and East Jerusalem.

The security is unpredictable. Security rules are tight with controlled movement. Systems for hibernation and evacuation are in place. HI has setup a solid system with for security management, although the risks is remain high.

YOUR MISSION:
Reporting to the Palestine logistics manager, as logistics manager support, you ensure the efficient management of logistics resources for the site of intervention under your responsibility. You are the focal point for the Palestine logistics manager and as such informs him of any problems that fall within your remit and suggests solutions. You are a key player in the rollout and implementation of HI\u2019s logistics standards, which consists in reworking the positioning of logistics at HI and affirming the principle of professional development.

Your main responsibilities will be:

\u00b7       Support in steering the Site logistics management

\u00b7       Support the existing log team in the implementation of logistics tasks and the structuration of their work

\u00b7       Update and apply logistics procedures for the supply chain (purchase, stock, transport), equipment, vehicle fleets, power supply and telecommunications, in compliance with the legal framework and internal and donor regulations

\u00b7       Develop and implement advanced planning tools and systems for logistics activities (procurement trackers, warehousing reports, fleet reports, Fuel consumption reports, etc.) with the project heads.

\u00b7       Ensure the timely delivery of logistics support services to all area projects.

\u00b7       Monitor and Audit the Mission procurement files and submit report of findings and corrections to procurement officers

\u00b7       Coordinate with HI Emergency Log manager based in Egypt the arrival of Shipments into HI Warehouses in Gaza in collaboration with Log Cluster

\u00b7       Support Gaza team in conducting market analysis to avoid the risk of centralizing all supply chains on a few suppliers. 

\u00b7       Support on stock programmatic management (warehouse follow-up, consumption, re-supply alert)

\u00b7       In coordination with the HASM and AM, support the logistics team in searching, analyzing, and securing new premises and taking actions to set up the premises and define specific logistics action plan to be in line with HI contingency plan. 

\u00b7       Follow up Logistics service contracts and Ensure Logistics archiving system is on place

\u00b7       Train mission teams and Expats on logistics procedures in compliance with the legal framework and donor regulations and support with recruitment process

Requirements

\u2022 You hold a degree in logistics or supply chain.

\u2022 You have at least 5 years of experience in management of humanitarian logistics and at least 2 years of experience in emergency responses in conflict-affected countries.

\u2022 You are able to project quickly in an emergency context, manage your stress, and work under pressure.

\u2022 You are able to handle conflicts, you have strong interpersonal and intercultural skills, with good communication and negotiation skills in English.

\u2022 With a high capacity for analysis and synthesis, you have proven training and local capacity building experience.
