Role and responsibilities
The purpose of a logistics Coordinator is to implement logistics and procurement policies and producers.
The following is a brief description of the role.
Generic responsibilities (max 10)
These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong in the Work and Development plan.
Ensure adherence to NRC policies, handbooks, guidelines and donor requirements
Implement NRC’s systems and procedures at area level
Prepare and submit monthly logistics reports and analysis
Ensure proper filing system for all support documents
Support line managers in procedures and require support team training.
Management of logistics team
Ensure anti-corruption, transparency and cost efficiency focus in all processes (e.g. in procurement, vehicle management, asset management)
Participate in budget development within the area of logistics when required.
Review the logistics core cost budget versus actual and provide analysis of the cost efficiancy
Conduct regular logistics field visits and ensure logistics support being delivered in timely manner
Specific responsibilities
Procurment:
Oversee all procurment activities at the Lviv area office
Work closly with program team to ensure the procurment plans for all project are in place and ensure daily follow of the implementaion of the procurment plans
Responsible for ensuring the procurement activities are in accordance with budget lines and annual plans and serve the best interests of NRC and its operations.
Provide leadership to the procurement team to ensure that all procurements are finalized in timely and quality manner, ensuring compliance with NRC Logistic Handbook/SOPs and donor guidelines.
Responsible for prequalification processes and establishment of Suppliers and Service Providers databases
Responsible for all framework lease agreements in accordance with NRC procedures including renewals
Warehouse management:
Responsible for ensuring that warehousing practices are in accordance to the NRC Logistics handbook standards
Ensure that the storage facilities/warehousing are secure, fit for purpose, managed and meet health and safe working practice requirements, including food commodities
Responsible on monthly stock report
Asset Management:
Responsible for all NRC assets management in accordance with NRC regulation and procedures.
Ensure that the system of controlling assets movement between personnel, programmes and locations within the is in place and working adequately.
Ensure appropriate disposal of assets when required in accordance with NRC and donor guidelines
Ensure a monthly report on the asset condition that include disposal, transfer and donation reports in the line with NRC logistics HB and the country SOP
Fleet management
Oversee the management of all transport and fuel at AO; that includes but not limited to:
Ensure the implementation of NRC Fleet Management System
Ensure weekly movement plans are in place
Ensure timely submission of the monthly fleet report
Review the vehicle accident reports and ensure proper procedures are being followed.
Critical interfaces
By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:
Country Procurement manager, Country Logistics Manager
Service providers, transporters, shipping agents, travel agents etc, etc...
Logistics, finance & Program staff
Competencies
Competencies are important in order for the employee and the organisation to deliver desired results. They are relevant for all staff and are divided into the following two categories:

These are skills, knowledge and experience that are important for effective performance.
Generic professional competencies:
BA Degree in Supply Chain management is preferred or equivalent
Minimum of 2 years’ experience in Senior Logistics role.
Previous experience from working in complex and volatile contexts
Good in English and Ukrainian Languages
Team management and leadership skills.
Ability to use MS office
Experience with EU and US donors
Context/ Specific skills, knowledge and experience:
Knowledge of the context in Lviv.
Willing to travel to remote areas and to field offices, ability to work flexibly including weekends and willingness to travel and work in rural locations and live in basic conditions.
Experience with start-up, exit or similar
