Job Purpose: Under the overall supervision of the Humanitarian Supplies Logistics Team Lead and the direct supervision of the Logistics Analyst, and in close coordination with the UNFPA Palestine Supply Unit, the Logistics Associate will play a key role in ensuring the efficient movement and management of supplies for Gaza and the West Bank. This includes overseeing customs clearances, managing warehouse operations, and leading the supplies pipeline through the West Bank and Amman corridor. The Logistics Associate will collaborate closely with the Supply Unit, Programme, and Operations Teams to ensure timely and effective delivery of humanitarian supplies.

You would be responsible for:

Representation in Logistics Cluster Meetings Represent UNFPA in the Logistics Cluster Working Group Meetings for Amman and the West Bank corridor. Actively participate in meetings based in Jerusalem to ensure UNFPA's interests are represented, providing updates on logistics activities and supply chain operations in Gaza and the West Bank.

- International and Upstream Logistics Facilitation Collaborate with third-party logistics providers, the UNFPA Supply Chain Management Unit (SCMU), and the Logistics Cluster to facilitate international logistics. Ensure that procurement and logistics activities align with operational requirements and humanitarian needs, coordinating closely with relevant teams.

Pre-shipment and Shipment Coordination Oversee all pre-shipment activities, including readiness checks, stakeholder notifications, and authorizations for ground shipments. Ensure necessary documents (e.g., permits, customs clearances) are in place for consignments arriving at warehouses or ports. Manage receiving and inspection of shipments, resolving any discrepancies and ensuring quality control.

Transport, Warehousing, and Distribution Management Oversee transportation logistics for supplies between Amman, the West Bank, and other destinations. Coordinate customs clearance, work with transport providers to ensure safe delivery, and manage distribution plans in collaboration with implementing partners (IPs). Monitor the distribution process to ensure timely and compliant delivery of supplies.

Logistics, Procurement, and Stock Reporting Prepare detailed logistics and procurement reports for internal and external stakeholders, including donors. Maintain accurate administrative records, inventory logs, and stock reports to ensure transparency in the supply chain process, and track supply levels, movements, and deliveries. Implement stock control measures to monitor dispatches and ensure up-to-date inventory records.

Shipment Documentation and Authorization Prepare, review, and sign all shipment-related documentation, including Service Request Forms (SRFs), Delivery Slips, and Receiving and Inspection Reports (RIR), ensuring proper authorization for UNFPA shipments. Ensure compliance and maintain records for auditing purposes.

Monitoring and Reporting on Incoming Shipments Track and monitor the status of all incoming international shipments in collaboration with the SCMU and Supply Team Lead. Provide regular updates on delivery statuses to stakeholders and ensure prompt action to mitigate any delays in the supply chain.

Monitoring Visits to Partner Facilities Conduct regular monitoring visits to partner facilities to assess safe storage, proper distribution, and appropriate utilization of supplies. Ensure cold chain compliance for temperature-sensitive items and take corrective actions when needed.

Logistics services Invoice and Procurement Review Review and verify invoices for services related to forwarding, warehousing, insurance, and brokerage, ensuring timely and accurate payment processing. Assist in procuring services according to UNFPA procurement policies, ensuring contract compliance.

Administrative, Financial, and Operational Support Perform additional administrative, financial, or operational tasks as required to support the broader logistical and operational functions of the organization.

Supply Chain Risk Management Continuously assess supply chain risks and bottlenecks in collaboration with interagency partners, authorities, and the SCMU. Provide recommendations to address logistical challenges and improve delivery timelines.

Work Relations:  The Logistics Associate reports to the Logistics Analyst and is an integral part of the Supply Team. He /She maintains collaborative relationships with all relevant supplies, programme, and operations staff based in Jerusalem, Ramallah, Cairo and Gaza and delivers quality services in administration and procurement to those internal and external clients. 

Qualifications and Experience: 

Education:  

Completed First level university degree in Business in Procurement and Logistics/supply chain Management, or relevant.

Knowledge and Experience: 

Two years of relevant experience in logistics, shipping, warehouse management, and west bank OPT customs clearance processes. Proficiency in current office software applications and corporate IT systems. UN Experience will be an asset. 

Languages: 

Fluency in English & Arabic.

Ability to work independently, to communicate clearly both orally and in writing; courtesy, tact and ability to work effectively with people of different national and cultural backgrounds in a team environment.
