The Position:

The Logistics and Supply Associate position is located in UNFPA Gaza project Office . Under the overall guidance of the Humanitarian Logistician based in Gaza , the Logistics and Supply Associate aims to support the UNFPA Country Office (CO) Palestine to ensure the proper logistics, distribution, and delivery of programme supplies to beneficiaries, partners, and health facilities as part of the CO’s ongoing support to UNFPA Palestine country operation, including last mile assurance.

You will report directly to the Humanitarian Logistician in Gaza.

Job Purpose:

The Logistics and Supply Associate provides support in procurement, logistics, transport and management of program supplies for the humanitarian operation managed from the Gaza Office. The incumbent also performs organizational functions in terms of providing effective communications support to Budget Holders, Warehouse Focal Point and Shipment Tracker Focal Point; ensuring facilitation of knowledge building and management; and supporting the Supply Chain System for the humanitarian programs. Supervises clerical and support staff.

You would be responsible for:

Identify Gaps and Strengthen Supply Chain: Assess current supply chain processes, identifying areas for improvement in sourcing, acquisition, distribution, and quality assurance of essential supplies such as RH Kits and operational support items. Develop and implement strategies to address these gaps, ensuring an efficient and resilient supply chain. Collaborative Assessments and Partnerships: Actively participate in joint field assessments with key partners, including UNICEF, WHO, and ICRC, to evaluate logistics infrastructure and distribution systems. Represent UNFPA in strategic forums such as the Gaza Health and Logistics Clusters to advocate for UNFPA’s supply chain priorities. Supply Mobilization and Distribution: Coordinate the mobilization and delivery of supplies to affected areas, ensuring efficient transportation, secure storage, and timely completion of customs clearance procedures. Oversee the entire process, from shipment receipt to inspection, ensuring compliance with regulatory requirements. Maintain up-to-date OTS data (e.g., shipment documents received date, goods arrived date) and manage inventory stock counts and reconciliations. Quality Control and Monitoring: Conduct regular site visits to partner facilities to monitor the storage, distribution, and utilization of supplies. Implement corrective actions to maintain quality standards, including adherence to cold chain requirements. Execute IP inventory monitoring activities, including on-site and remote inspections, and ensure timely and accurate stock counts. Regulatory Compliance and Documentation: Manage all administrative and regulatory aspects of supply chain operations, ensuring that necessary documents and permissions are secured for supply movements. Maintain detailed and accurate records in compliance with UNFPA policies and standards, including customs documentation and inventory logs. Financial and Inventory Management: Oversee financial transactions related to logistics, including invoicing and payments to Gaza suppliers and expenses related to program supplies. Ensure accurate and timely reporting on warehouse stocks, supply movements, and financial transactions. Implement robust financial controls to prevent discrepancies. Cargo Delivery and Timely Reporting: Ensure that all cargo deliveries are executed with on-time counting and verification processes in place. Develop and implement procedures for immediate reporting of any missing or damaged items, and coordinate with relevant stakeholders to resolve discrepancies promptly. Reporting and Accountability: Prepare and submit monthly reports detailing distribution plans, mission outcomes, contracts, inventory statuses, and overall supply chain efficacy. Ensure transparency in reporting and continuous improvement in supply chain operations through regular feedback loops and accountability mechanisms.


Qualifications and Experience:


Education:

Completed Secondary Level Education required. First level university degree desirable in development studies.


Knowledge and Experience:


At least six years of relevant experience in logistics and Supply Chain management/ procurement administrative functions in a multi-cultural environment namely international organizations is an asset.

Experience in the usage of computers and office software packages (MS Word, Excel, etc.);

Knowledge of UN procurement policies /procedures is an advantage.

Fluency in oral and written English and Arabic
