    ORGANIZATIONAL CONTEXT:
    In 2018, WFP re-established its presence in the Caribbean with an office in Barbados. The WFP Caribbean MultiCountry Office supports 22 countries and territories across the English- and Dutch-speaking Caribbean. WFP Caribbean's capacity strengthening programme focuses on vulnerability analysis and mapping; end-to-end supply chain management; shock-responsive social protection; food systems strengthening; and climate risk financing. In times of crisis, WFP works with partners to provide direct assistance when events surpass national and regional capacities by delivering food, cash or voucher assistance, or through emergency logistics or emergency service provision.

    JOB PURPOSE:
    The purpose of this role is to manage the CDEMA-WFP Regional Emergency Logistics Hub and Centre of Excellence, ensuring it functions as a critical asset for emergency preparedness and response across the region. This hub will facilitate the swift and efficient dispatch of essential supplies during emergencies, serving as a central repository for emergency stocks owned by donors, UN agencies, non-governmental organizations, and government partners. Through strategic oversight, this role will support the hub's readiness and operational capacity to meet urgent demands, enhance coordination, and strengthen resilience within the region’s humanitarian logistics framework.

    KEY ACCOUNTABILITIES (Under the direct supervision of the Head of Logistics, the incumbent shall have the following duties and responsibilities, within delegated authority):
    1. Oversee the strategic storage and management of emergency supplies to ensure rapid mobilization and dispatch during crises.
    2. Coordinate with donors, UN agencies, NGOs, and governments to align inventory levels with regional preparedness and response needs.
    3. Ensure operational efficiency and readiness of the hub, maintaining strong logistics protocols and compliance with international standards.
    4. Develop and implement standard operating procedures for inventory control, ensuring accountability and accurate tracking of all stored supplies.
    5. Lead periodic assessments and drills to evaluate and enhance the hub’s emergency response capabilities.
    6. Build and maintain relationships with key stakeholders to foster collaboration and support for regional logistics initiatives.
    7. Provide support to local and regional logistics operations and activities, following standard processes and facilitating, directly or indirectly, the effective delivery of assistance to beneficiaries.
    8. Support the phased transition of the hub’s management and operations to CDEMA, ensuring a smooth handover and sustainable capacity building.
    9. Support the preparation, verification and processing of warehouse and transport documentation and relevant services contracting in order to ensure accurate, timely and cost-effective delivery of standard and specific services to all authorized users.

    10. Coordinate the receipt, storage, handling and dispatch of all stocks including Non-Food-Items (NFIs), Food, and Medical supplies according to WFP standards and guidelines and SOPs.
    11. In collaboration with WFP, CDEMA and all participating partners, plan and maintain stock levels and composition and advise on any needs for stocks reallocation.
    12. Ensure that WFP and logistics hub standard documents are regularly updated and duly filed, while maintaining accuracy and confidentiality of records.
    13. Monitor the quantity and quality of stocks daily, carry out regular scheduled and random physical checks of the stocks and the warehouse and produce regular stocks reports, including highlights of any anomalies and recommended corrective actions.
    14. Advise the head of logistics on matters surrounding warehouse space utilization and commodity storage. Ensure repairs, reconstitution and repackaging etc. of stock is carried out in accordance with SOP’s.
    15. Manage and maintain the data and documentation in CLS in accordance with LH (routine and emergency) operations and SOP’s.
    16. Perform regular budget reviews as a check and balance for the head of logistics and draft reports as required.
    17. Support daily warehouse closing reconciliation to ensure accurate and complete logistics accounting, reporting and internal control systems are functioning and that all relevant records are regularly maintained.
    18. Provide operational pipeline analyses, assessments, and operational planning for all delivery modalities.
    19. Ensure all services are running in line with the ED Circulars, ED Memo and SOPs governing Emergency Logistics Hub & Centre of Excellence with full accountability and auditability and in respect of the Quality Indicators established in the Standard Operating Procedures (SOPs).
    20. Support management of logistics vendors’ contracting activities including performance monitoring.
    21. Gather market intelligence through research and networking to improve the knowledge basis in WFP and CDEMA.
    22. Ensure adequate logistics preparedness through contingency planning and continuous Logistics Capacity Assessment (LCA) and logistics preparedness reviews.
    23. Other related duties as required.

    OTHER SPECIFIC JOB REQUIREMENTS (details to be determined by Post Managers):

    WFP provides emergency response support to the 22 English and Dutch-speaking countries in the Caribbean. In this role, the incumbent may be required to:

    • Support the Finance and Administration Unit's emergency response activities.

    • Deploy to affected countries to assist with Finance or Administration operations as required.

    • Work beyond regular working hours to support emergency response efforts

      DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:
      • Experience coordinating service providers’ contract execution.
      • Experience arranging supplier deliveries and the discharge of WFP vessels (rail, air, or sea).
      • Experience in evaluating offers and writing proposals.
      • Experience in report writing.


      STANDARD MINIMUM ACADEMIC QUALIFICATIONS:

      Education: Advanced University degree in Transport Economics, Supply Chain, Logistics, Engineering, Business Management or other related field, or First University degree with additional years of related work experience and/or training/courses.

      Experience: One to Three years of relevant professional experience.

      Language: Fluency (level C) in English language.

      • This position is open to nationals of Barbados, individuals legally authorised to work in Barbados and CARICOM member states and associate members. CARICOM Nationals applying for National position outside of their home country bear sole responsibility for required actions or expenses related to relocation, accommodation, repatriation and any other living expenses,etc. A CARICOM Skilled National Certificate is a pre-requisite of employment for successful candidates who are not from the country for which the position is advertised.

        • Duration on Contract: 12 months. This contract is eligible for extension. Extension of contracts will be based on satisfactory performance and operational requirements.

        • Travel Requirements: The WFP Caribbean Office cover the 22 English and Dutch speaking Caribbean countries. The selected candidate may be required to travel from time to time, both regionally and internationally, to support missions, emergency responses, training etc. As such full medical clearance will be required.
