Result of ServiceObjectives of the Assignment The objective of this consultancy is to provide technical, coordination, documentation, and facilitation support to: 1. Finalization and stakeholder validation of the Country Analysis Summary Report and tools. 2. Strategic prioritization phase of the UNSDCF 2027–2031 design process. The consultant will be deployed flexibly across both workstreams, with the distribution of up to 30 working days to be decided jointly with the RCO based on process needs. Duration and Timeline • Total working days: up to 30 • Timeline: From 15 September 2025 to 31 March 2026 • Days to be used intermittently and upon need, with flexibility depending on timing of consultations, validation events, and coordination needs. Work LocationTirana Expected duration15 Sep 2025 - 31 Mar 2026 Duties and ResponsibilitiesThe United Nations in Albania is finalizing the 2025 Country Analysis (CA), a system-wide evidence-based diagnostic of Albania’s sustainable development landscape. The CA serves as the foundation for the upcoming UN Sustainable Development Cooperation Framework (UNSDCF) 2027–2031, which will define the UN’s collective strategic support to national development priorities. The Country Analysis is being developed under the leadership of the Standing Analytical Team (SAT) of experts across UN agencies. The approach combined: • AI and manual review of over 150 documents including national plans, reports, and evaluations; • AI-assisted and manual analysis (using LLaMA3, LangChain) for efficient document synthesis; • Mapping of interlinked SDG challenges and systemic drivers of exclusion, poverty, and inequality; • Visual tools such as problem trees, interactive data dashboards, and SDG interlinkage maps; • A strong integration of LNOB, gender, human rights, and resilience principles. The CA Summary Report will be undergoing internal UN reviews (UNCT, Results Groups, DCO), and external consultations with national institutions, academia, and civil society. Final validation workshops and incorporation of feedback are planned for Q4 2025. In parallel, the UN system will initiate the strategic prioritization phase of the UNSDCF 2027–2031 design. This step translates the CA into clear, forward-looking focus areas, outcome pathways, and an initial Theory of Change, ensuring alignment with: • SDG acceleration potential; • Albania’s EU integration roadmap (especially Clusters 1, 2, and 4); • The Government’s medium-term development priorities. Strategic prioritization will include multi-agency technical sessions and joint consultations with government and development partners, led by an international consultant and supported by the RCO and Outcome Groups. To ensure continuity and responsiveness, the RCO seeks a national consultant to support both processes as needed. Qualifications/special skillsAdvanced university degree in Economics, Development Studies, Social Sciences, or related field is required. At least 5 years of professional experience in sustainable development, policy research, or development coordination is required Experience supporting complex inter-agency planning processes or policy analysis is required. Familiarity with SDGs, the CCA/UNSDCF cycle, and national/EU development planning frameworks is required. Demonstrated ability to synthesize diverse inputs, facilitate multi-stakeholder discussions, and produce high-quality analytical summaries is required.
