Project Context and Scope In support to durable solutions addressing the pressing needs of displacement-affected communities in Armenia, the two-years Empowering Livelihoods and Economic Vitality in Fragile and Conflict Zones (ELEVATE) project was launched in October 2024. Funded by the Korea International Cooperation Agency (KOICA) and implemented by the International Organization for Migration (IOM) in Armenia and Lebanon, the ELEVATE project seeks to integrate refugees and marginalized groups into Armenia's economic fabric, fostering resilience and aiming to achieve the following objectives:  

Objective 1: Economic Resilience of Displacement-affected Communities: Enhance local economies, facilitate access to short-term and sustainable livelihoods, and enhance local economic infrastructure in displacement-affected communities and areas experiencing strong out-migration pressure.   Objective 2: Empowerment of Marginalized Groups: Promote social and economic integration of marginalized groups with a focus on conflict sensitivity to mitigate negative coping strategies and address drivers of instability. 

Under Outcome 2: Small and Medium-sized Enterprises (SMEs) have access to grants and other forms of support to rehabilitate and expand, creating sustainable job opportunities the project will (a) provide business grants to SMEs for self-reliance and employment generation, including tailored business counselling and in-kind and technical business support (b) train SMEs on sustainable business development, financial management, inclusive and transparent communications and community engagement pathways and (c) organize social good business fairs to share experience, and foster job creation and placement.

Organizational Department / Unit to which the Consultant is contributing Empowering Livelihoods and Economic Vitality in Fragile and Conflict Zones (ELEVATE) in Middle East and CIS (CS1298), Transition and Recovery - IOM Country Office Armenia. Tasks to be performed under this contract

Under overall supervision of the Head of Office in IOM Armenia, and the direct supervision of the Programme Officer, and in close coordination with relevant local units, if necessary, the consultant will be responsible for developing and implementing a series of comprehensive training courses on marketing, inclusive and transparent communications and community engagement pathways. The curriculum should encompass the following critical components: 

Understanding the market and developing a marketing strategy  Digital marketing management basics Sales and marketing alignment  Utilizing digital communication platforms to enhance outreach and engagement efforts   Developing effective communication and networking strategies that prioritize inclusivity and transparency  Methods for fostering community involvement in business initiatives  Best practices for building partnerships with local stakeholders, including government entities, NGOs, and community leaders  The Consultant will be responsible for development of the training curricula and the provision of training as well as support the businesses with induvial counselling sessions. Additionally, the Consultant will assist with the social good business fairs by providing inputs to the agenda, promoting the fairs and contributing with a mini-workshops and/or sessions during the fairs. The final curriculum and trainings materials must be developed in line with IOM methodologies, guidelines and standards, and approved by IOM.  General tasks:  Consult with the IOM project team on appropriate and agreed approaches to the specified tasks before their completion.  Ensure the curriculum is adaptable to various learning styles and levels of business acumen among participants.  Ensure all materials produced are in line with IOM guidelines and standards.  Integrate local best practices and address potential challenges unique to the Armenian context during the sessions.  Coordinated with relevant stakeholders, IOM and business owners on a regular basis.  Coordination with other consultants to deliver a comprehensive support to businesses and IOM, evaluation reports and training materials need to be delivered in one package, including input from business development consultant.  Performance indicators for the evaluation of results Understanding of the scope of the assignment.  Professional competence and mastery of the subject matter of the consultancy.  Written and verbal communication skills, including development of teaching modules.  Delivering results consistent with the agreed Terms of Reference.  Establishing and maintaining a relationship with stakeholders to understand needs and gain support.  Accurately judging the amount of time and resources needed to accomplish a task.  Identifying key issues and proposing solutions, e.g. offering different options to solve problems to meet refugees’ needs.  Working effectively with people from varied educational and professional backgrounds.  Upholding and demonstrating the values of IOM in the daily consultancy activities.   Education Bachelor's Degree in Marketing, Product management, Public relations, Consumer Behaviour or related to the topics discipline, with five years of relevant professional experience. Experience Extensive experience in marketing and PR for SMEs preferably within fragile and conflict-affected settings.  Experience/strong understanding of favorable business environment and cultural context in Armenia.  Previous experience in design, supervision, and implementation of training curriculum.  Proven trainer with at least two years' experience in conducting training in the relevant area.  Experience in organizing trainings with academia, local authorities, and institutions/organizations working on specified topics at national and/or local level.  Extensive experience in helping local ecosystems through community engagement, CSR and other activities.  Experience in working with persons in vulnerable situations will be considered as an advantage.  Experience of working with UN agencies and other international organizations will be considered as an advantage.   Skills Advanced computer skills, including Microsoft Office365 (e.g. Word, Excel, Outlook, PowerPoint, etc.);  Organizational skills and self-discipline to work in a complex environment and deliver quality work accurately and concisely according to set deadlines.  Excellent written and spoken communications for a variety of audiences; and  Ability to work effectively within a team to obtain shared objectives.  Languages Fluency in English and Armenian is required (oral and written).   Working knowledge of Russian is an advantage.  IOM’s official languages are English, French and Spanish. Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.   Travel required Regular travel within Armenia required.
