Project Context and Scope  

IOM Mission in Armenia is implementing of the project \"Enhancing Policy Framework and Capacity for Effective Migration and Asylum Management in Armenia\". This two-and-a-half-year project is co-funded by the European Union (EU) and aims to contribute to more effective and accountable service delivery that is based on the principles of good governance and respect of rule of law in the areas of migration, asylum, and human rights. Specifically, it will support the achievement of the enhancing asylum and migration governance in Armenia to foster well-managed and secure cross-border mobility and - in line with the Government's Programme for 2021-2026 - to continue strengthening migration and asylum systems in Armenia. Aligned with the Republic of Armenia’s digitalization strategy and public administration reforms, this activity strives to optimize service delivery, enhance efficiency, and foster transparency.

Tasks to be performed under this contract  

Under the overall supervision of the Head of Office, and the direct supervision of IOM’s Programme Officer and in close coordination with the Migration and Citizenship Service (MCS) under the Ministry of Internal Affairs of the Republic of Armenia and Information Systems Agency of the Republic of Armenia (ISAA) to operate and provide maintenance to the applications and systems and support their development (including but not limited to work permits, State Population Register, setting up Moodle system for the MCS etc). The consultant will support the implementation of the following tasks: 

  • Maintenance and monitoring of the Displacement system and the specific server of MCS.
  • Access provision for the case management and file transfer systems to all relevant stakeholders for the Displacement system and Statistical system.
  • The optimization of the applications to ensure effective and stable performance of the Displacement system.
  • Inventory of feedback and suggestions received from the system users, fixing of the identified bags, support the development of the new technical tasks based on the received suggestions.
  • Developing and maintaining an interface for Statistical reports generation (reports specifications to be provided by MCS).
  • Ongoing system maintenance and data security provision of the displacement registration and temporary protection System.
  • Arranging the necessary server maintenance for software installation.
  • Supporting system upgrades and carrying out software testing of the displacement registration and temporary protection System.
  • Working in collaboration with IOM team for the support of the IT company in charge of the upgrade of the State Population Registry for minor ad hoc tasks.
  • Setting up and providing maintenance for the Moodle system for the institutionalized training of the MCS staff members.
  • Provision of system monitoring and data usage monitoring on Displacement System. 
  • Monitoring of data exchange APIs, ensuring their operability.
  • Programming of new APIs as needed.
  • Management of requests received from Systems using the database of displaced persons, ensuring data access and data protection.
  • Maintenance of the system for printing temporary protection certificates and resolving emerging issues.
  • Ensuring the smooth operation of the page that opens when entering applications for issuing temporary protection certificate cards and transferring the card to applicants, scanning the QR code on the card.   Performance indicators for the evaluation of results  

    The Consultant Evaluation will be carried out based on the following indicators:
     

    • Understanding of the scope of the assignment. 
    • Professional competence and mastery of the subject matter of the consultancy. 
    • Satisfactory completion of tasks indicated in the ToR;
    • Quality of consultancy and elaborated analysis;
    • Delivery of any other tasks indicated above;
    • Adequate demeanour.   Education
      • University degree in computer science, or related areas relevant for the assignment;
      • Other formal education relevant for the assignment;  Experience and Skills
        • At least five years of experience in the field of software engineering and/or computer science.
        • Proven experience with international organizations and/or government institutions will be an asset.
        • Ability to establish and maintain effective and constructive working relationships with people of different national and cultural backgrounds while maintaining impartiality and objectivity. Languages

          Fluency in Armenian and English is required.

          IOM’s official languages are English, French and Spanish. Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.   Travel required
