Project Context and Scope
In recent years, Armenia has become an attractive destination for migrants, including migrant workers. While this has brought economic benefits to the country, including a sharp increase in the country's GDP in 2022, it has also increased the risk of human trafficking, exploitation, and abuse of migrants.

IOM Mission in Armenia is implementing the project “Combatting Trafficking in Persons in Armenia: Improving Victim Identification and Referral Systems”. This two-year initiative is funded by the IOM Development Fund and aims to strengthen migrant rights protection and combat human trafficking in Armenia. One of the key elements of the project is the support for a comprehensive review of the national referral system in Armenia, considering that the existing Government decisions outlining the procedures regulating the system do not fully reflect the current situation on the ground or the institutional assets resulting from reforms  and thus have to be updated. A consultant will be expected to engage into the review and assessment of the strengths and weaknesses of the current system and identifying areas for improvement.

Under the overall supervision of the Head of Office and the direct supervision of the Programme Officer, as well as in close cooperation with relevant stakeholders, the successful candidate will undertake the following tasks and provide the following deliverables:

I.     Conduct a review of the existing legal framework regulating the National Referral System in Armenia.

Written and verbal communication skills, including report writing.  Delivering results consistent with the agreed Terms of Reference.  Accurately judging the amount of time and resources needed to accomplish a task.  Identifying key issues and proposing solutions, e.g. offering different options to solve problems to meet clients’ needs.  Upholding and demonstrating the values of IOM in the daily consultancy activities.  Education   Advanced university degree in law, Other formal education relevant for the assignment.   Experience At least 5 years of proven experience in the area of development of national policies and legal acts. Previous experience in development of legal framework in the field of trafficking in persons, migration law, labor law, labor rights. Experience in working with public administrations, local authorities, and institutions/organizations working on combatting trafficking in persons, migration management or other related issues at national level. Experience in working with international organizations and UN agencies is an advantage. Languages   Fluency in Armenian and English is required. IOM’s official languages are English, French and Spanish. Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.   Travel required
