Work LocationSantiago de Chile, Chile Expected duration6,5 months Duties and ResponsibilitiesChile is preparing to compile its new NDC that will guide climate action for the 2025-2030 cycle, a process that is regulated by Law 21.455 on Climate Change, which establishes the procedure for their preparation, the minimum contents to be addressed and the responsible institutions. The Framework Law on Climate Change, Law No. 21,455, of 2022, positions adaptation as a central axis in the country's development, including it in climate change management instruments, such as: the Long-Term Climate Strategy (LTCS); the Nationally Determined Contribution (NDC), the twelve sectoral adaptation plans for the sectors: biodiversity, water resources, infrastructure, health, mining, energy, forestry, agriculture and agriculture, fisheries and aquaculture, cities, tourism, coastal zone and transport. These twelve plans have the favourable pronouncement of the Council of Ministers, which are being reviewed by the Comptroller's Office and are expected to be published in the Official Gazette during the second half of 2025. The Climate Change Division of the Ministry of Environment oversees the coordination the elaboration of new adaptation goals, which will seek to deepen the work in the establishment of indicators for the quantification of the progress in adaptation policies as well as to address the Losses and Damages from the perspective of the evaluation of the inaction in the face of the climate crisis. For that purpose, Chile requested support in developing the adaptation component of its new NDC, a process that is expected to be concluded and validated before the commencement of COP30. This support is being provided through the UN Environment Programme, with financing from the NDC PAF. Hiring of a local Climate Change Adaptation (CCA) expert for this NDC-PAF project in Chile, to manage and execute project activities on the ground, liaising closely with the Government of Chile and other key stakeholders, is a crucial component that will support the development of the adaptation component of the NDC3.0 for the country. The local CCA expert will work closely with the Climate Change Division of the Ministry of Environment and the UNEP-CCC to implement a set of activities and develop key deliverables (as outlined in the project workplan and summarized below) that will support the development of the adaptation component of Chile’s new NDC. Specifically, the consultancy aims to provide technical support for the following activities and deliverables. Output 2: Monitoring and evaluation of sectoral and cross-sectoral adaptation measures Activities: 2.1. Analyse the measures of the 12 sectoral plans from the point of view of the guidelines established in the national adaptation plan, especially in relation to their coherence and identifying the main gaps, avoiding risks of maladaptation. 2.2. Critically analyse the objectives and strategic lines of the 12 sectoral adaptation plans in accordance with the strategic planning indicated in the guide to sectoral adaptation plans, the national adaptation plan and the global adaptation objectives. 2.3. Propose inter-sectoral adaptation goals that consider water security, food security, resilient infrastructure, health, air quality, nature conservation and sustainable development, among others. To be incorporated into updates to the Long-Term Climate Strategy and the Nationally Determined Contribution. 2.4. Propose indicators of resilience and/or adaptation for the objectives proposed in the previous paragraph (2.3). 2.5. Propose adaptation targets for the new Long-Term Climate Strategy in line with NDC 2025-2035. 2.6. Propose a monitoring and evaluation mechanism for the adaptation targets of the new LTCS in line with the NDC. 2.7. Advance in a pilot of the monitoring system of sectoral plans for adaptation to climate change that allows transparency in the reporting of progress in adaptation in Chile. In addition to D5, the consultant should compile and deliver a report from the dissemination workshop or round table event. Objectives: The main objective of the support to be provided is to develop the framework for a monitoring and evaluation system for sectoral adaptation plans with a long-term strategic view to be considered within the adaptation commitments in the new NDC (2025-2035). Achieving this objective will allow the responsible entities to transparently track progress in the implementation process of the new NDC, as it relates to achieving the set targets for climate change adaptation. Tracking this progress during the implementation of the new NDC will be useful, as it will provide the implementing entities the information needed to make decisions that will improve the chances of achieving the set goals. For the execution of this objective, it will be important to work closely with the team from the department of adaptation in the ministry of environment, who are currently conducting and assessment and update of the sectoral adaptation targets to 2030 and 2050 based on the results from the newly developed sectoral adaptation plans. A 9-month timeline is proposed for this support to the government of Chile. This timeline will start once the necessary administrative activities have been completed. However, the schedule proposed considers the needs and expectations of the Chilean National Government to submit the NDC 3.0 to UNFCCC before COP30 in November 2025, and it includes deliverables aligned with this. To further facilitate the implementation of this support, local consultants will be hired to work closely with the government’s team. Performance indicators: The performance of the local consultant will be evaluated based on the ability to execute the various project activities and develop the respective deliverables in a timely manner. This will also include the revision of deliverables based on guidance and feedback from the UNEP-CCC team and the local government team. The consultant will need to work closely with the local government team from the Ministry of Environment in Chile, who will serve as the main link to the key national stakeholders. Therefore, the government team will also have oversight of the work of the consultant on the ground in Chile. Regular updates on the progress of project activities and the development of deliverables will be provided and discussed at project coordination meetings, which will be help on a biweekly basis, involving UNEP-CCC, the local consultant and a representative of the Ministry of Environment. The deliverables will be developed following templates guided by the needs of the country, as it relates to the development of the NDC 3.0 and their LTCS. The draft deliverables will be submitted in soft copy as Microsoft Word files for review and feedback. Final versions will be submitted both as MS Word files (with all tracked changes) and as a clean PDF file. The partner country (Chile) may choose to print hard copies for dissemination at round table events. The local consultant will be the project’s main person on the ground in Chile, liaising closely with the climate change division from the Ministry of Environment of the government of Chile to execute the various project activities and compile the deliverables. S/He will work under the guidance of the international experts and assist in logistics, literature review, data gathering, stakeholder consultations, stakeholder coordination, report compilation, workshop coordination and delivery. Qualifications/special skills● Advanced university degree, in social, economic, political, engineering or environmental sciences, with postgraduate studies in climate change or environmental sciences (master’s or equivalent). ● At least 5 years of practical experience on climate change adaptation, national and subnational policies related to design, monitoring and evaluation. At least 2 years of previous experience working at the national level is required. ● Relevant experience in consulting work. Concrete experience in Chile is an asset. The consultant will need to be based in Chile and able to work closely with the Climate Change Division of the Ministry of Environment, who is the national agency overseeing the coordination the elaboration of new adaptation goals. Additionally, general knowledge about building resilience in the local and national context, contributing to climate change adaptation scenarios, their monitoring and evaluation will be valuable experience for the execution of this project. ● The consultant must possess in-depth knowledge of climate change adaptation and related topics. Additionally, a strong understanding of Chile’s climate change laws and policies is essential. Moreover, understanding of theories, concepts, and approaches relevant to climate change adaptation planning, monitoring and evaluation is necessary. The consultant should demonstrate the ability to interact with public and private sector official, and the capability to identify, analyse, and actively participate in scenario development for testing/piloting proposed systems for monitoring and evaluating adaptation actions. This includes the ability to exercise judgment contextually, plan tasks and courses of action effectively, and manage resulting situations to achieve objectives. ● The consultant is expected to be conscientious and efficient in fulfilling commitments, adhering to deadlines, and delivering results. Analytical capacity and power of synthesis; Report writing and attention to detail; Ability to provide services effectively in complex areas, respecting political, social and environmental sensitivities; working under tight deadlines; Management of MS Office, Internet and electronic communication. ● The consultant will provide on-the-ground support (main person), working closely with and under the guidance of international experts and assist in logistics, literature review, data gathering, stakeholder consultations, stakeholder coordination, report compilation, workshop coordination and delivery. Languages● Fluency in written and spoken Spanish is required. Domination of the English language is a valuable advantage.
