Role and responsibilities 

The purpose of the LFS Officer is a day-to-day implementation of the LFS Project targeting people affected by conflict in Northern Ukraine. The post holder will ensure all activities are implemented in a timely manner and with high quality in full compliance with the overall country and programme strategy, NRC standards, procedures and national regulations. This could include sustainable agriculture and production assistance implementation, business development, in-kind distributions, assessments, and  as well as other activities within LFS as requested by the project manager as necessary.

The LFS Officer will work closely with the members of the LFS team, M&E department and other NRC North departments. S/he will also ensure that data processing and analysis steps are fully documented and replicable.

Generic responsibilities  

Ensure adherence to NRC policies, tools, handbooks and guidelines Implement delegated LFS project portfolio according to a plan of action Prepare and develop status reports as required by management. Ensure proper filing of documents Ensure that projects target beneficiaries most in need and explore and assess new and better ways to assist. Promote and share ideas for technical improvement Ensure that procurement development and distribution of project materials and equipment are timely and in accordance with the procedures Provide regular activity progress reports to LFS project manager. Supervise the contingent workers. Liaise and collaborate with relevant local authorities and other key stakeholders at the field level

Specific responsibilities

Act as a focal point for the collection, analysis and dissemination of information relevant to the project activities. Contribute to inclusion of Cash-based interventions and Market based approaches in LFS CC, where appropriate Implement all LFS activities with the technical support of the LFS project coordinator and manager making sure that the project implementations are in line with NRC technical guidelines and donor regulations and are done on time and with quality. Maintain registries of people in need, and conduct livelihood assessments to determine the most viable crop and livestock farming, income-generating activities, business and skills development. Review achievements and constraints on a weekly basis; and provide feedback to the LFS manager accordingly. Maintain accurate documentation of project activities project-relevant documents and data in compliance with NRC and donor requirements. Follow up with the support department (finance, logistics, HR and administration) to guarantee the smooth running of LFS activities that include movement planning, internal requests, payments, HR, etc. Consolidate weekly and monthly activity progress reports. Ensure adequate and safe records of all project deliveries including but not limited to participants' database, receipt, storage, dispatch and distributions. In close coordination with the M&E team, ensure all monitoring and evaluating activities are carried out on time, and lessons learnt are shared and capitalized on. In collaboration with M&E, ensure that all LFS projects are monitored regularly, and data is collected on a weekly, monthly and quarterly basis. Assist with any other duties assigned by the line manager as and when required.

Studies related to livelihoods and food security (agriculture, development, business, financial inclusion, economics, sustainability, employability, food security) are desired at the minimum level at the university level. Minimum 2 years of relevant experience within Livelihoods and food security programming Excellent interpersonal and networking skills and the ability to liaise authoritatively with figures from the humanitarian community, local media, local government and army, and other relevant actors, when required. Ability to work under pressure, independently and with limited supervision and in compliance with basic security rules. Proven leadership skills. Good external representation skills. Highest standards of ethics and integrity.

Context/ Specific skills, knowledge and experience: 

Experience working in a humanitarian/recovery context. Proficiency in KOBO, ODK or similar mobile data collection tools is highly desired Fluency in Ukrainian essential, Russian desirable Strong analytical skills with a critical-thinking mindset Data literacy and data fluency Strong organizational skills and ability to manage multiple tasks simultaneously. Adequate working English (written and verbal)
