Org. Setting and ReportingThe International Court of Justice is the principal judicial organ of the United Nations. It is composed of 15 judges, elected by the General Assembly and the Security Council. The Court has a twofold role: first, to settle, in accordance with international law, legal disputes submitted to it by States; and, second, to give advisory opinions on legal questions referred to it by duly authorized United Nations organs and specialized agencies. The Court is the only principal organ of the United Nations not serviced by the Secretariat. The Court has its own administration, the Registry, which provides judicial support to the Court and acts as a permanent administrative organ. The Registry is headed by a Registrar, elected by the Court. The incumbent is appointed by the Registrar with the approval of the President (Rules of Court, Art. 25). The position is located in the Registry's Department of Legal Matters and the incumbent reports to its Head. ResponsibilitiesThe incumbent is responsible for providing legal and administrative support to the Department of Legal Matters in the two official languages of the Court (French and English). Under the supervision of the Head of the Department of Legal Matters, the incumbent will in particular perform the following duties: 1. Prepares and formats legal documents for the Department in both English and French, in particular: (a) preparing and formatting a large amount of official correspondence with the Parties to pending cases; (b) typing, formatting, editing and proof-reading draft Judgments and Orders, reports and speeches, some of which are of a highly confidential nature; (c) storing all documents created by the Department in an electronic file management system; (d) coordinating the issuance of documents for the Court and Drafting Committees. 2. Serves as contact point for the Department vis-à-vis external stakeholders inside and outside the Court, including: (a) Independently handling a variety of inquiries from internal and external parties, including providing general information on processes and procedures related to the legal activities of the Court, relevant instruments, etc. (b) as requested, drafting emails on behalf of the Head of the Department to the Registrar, Members of the Court, Parties to cases and other stakeholders; (c) placing and screening telephone calls, answering queries with discretion. 3. Assists and manages priorities and work flow of the Department, including: (a) maintaining the calendar of the Department, including all relevant meetings and deadlines as well as work schedules and anticipated absences of all members of the Department. (b) acting as a focal point within the Department, communicating relevant information, on the instructions of the Head of the Department, to appropriate Legal Officers in the Department or to other Departments. (c) updating and maintaining large distribution lists, such as contact information for all States entitled to appear before the Court, as well as specific distribution lists (e.g. contact information of intervening States in each case, of States and organizations participating in advisory opinions, of States parties to international conventions the construction of which could be at issue in each case, etc.); (d) monitoring timely receipt of legal submissions and correspondence from the Parties. 4. Carries out basic legal research and writing tasks at the request of the Head of the Department of Legal Matters and Legal Officers in the Department, including: (a) conducting basic research on assigned issues, using existing legal files and alternative sources (e.g. computer-assisted searches using the internet, intranet or other databases); (b) preparing initial versions of certain types of routine correspondence to the Parties; (c) verifying facts and checking references in legal drafts. Work ExperienceA minimum of seven years (five years with a first level university degree) of relevant and progressively responsible work experience in administrative and general support services in a legal or judicial environment is required. Experience within an international environment is desirable. Experience with international legal terminology, in both English and French, is desirable. Experience in handling sensitive and confidential information is desirable. LanguagesEnglish and French are the official and working languages of the International Court of Justice. An excellent command of both English and French (equivalent to UN Level III - Advanced Language Competence) is required.
