Setting and ReportingThis position is located in the Legal and Policy Team (LPT) under the Operational and Advisory Support Unit (OASU) of the Human Resources Management Service (HRMS), Division for Management (DM), United Nations Office at Vienna (UNOV) / United Nations Office on Drugs and Crime (UNODC), in Vienna, Austria. The incumbent will work under the direct supervision of the Team Lead, LPT and the overall guidance of the Chief, OASU. For more information on UNOV and UNODC, please visit the websites at www.unov.org and www.unodc.org ResponsibilitiesWithin limits of assigned authority, the Legal and Policy Officer will be responsible for the following specific duties: • Execute the HR legal and policy components of the Local Individual Contractor Agreement (LICA) modality at UNOV/UNODC and act as a liaison between the United Nations Office for Project Services (UNOPS), the Legal Office in the Office of the Executive Director/Director-General (OEDDG) UNOV/UNODC and the Division for Operations (DO) and Division for Management (DM), UNOV/UNODC. • Conduct legal review, analysis and research and prepare positions and advice on claims, requests and/or grievances filed by affiliate personnel contracted under the LICA modality. • Provide guidance to management and affiliate personnel contracted under the LICA modality on conflict prevention and resolution, reporting mechanisms and the regulatory framework that governs conduct and discipline with the particular emphasis on the victim-centred approach and develop, design, and deliver related training and awareness raising sessions. • Identify cases that are amenable to informal resolution and liaise with relevant counterparts and draw up formalities regarding the settlement of disputes and monitor the implementation. • Review and prepare recommendations on conduct and discipline cases involving affiliate personnel contracted under the LICA modality and provide technical and administrative support to lay investigation panels. • Maintain statistics and legal case records and provide related data inputs for internal reporting and to various oversight bodies and reports. • Collect and analyse data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Conduct awareness initiatives and campaigns related to the LICA work portfolio, including creating visual content and updating informational materials. • Support LPT in conducting awareness raising activities in key priority areas of the Organization including sexual exploitation and abuse, the Organization’s zero tolerance policy on prohibited conduct, including sexual harassment and fraud. • Participate in substantive discussions of LPT and OASU as a whole. • Perform other work-related tasks, as assigned. Work ExperienceA minimum of five years of progressively responsible relevant professional experience in law and/or human resources, including legal analysis, research and writing is required. Experience in matters related to human resources policies and experience with a system of administration of justice is desirable. Experience with a system of administration of justice in the UN Common System is desirable. Experience in data analytics or related area is desirable.
