IOM Mongolia seeks qualified professionals in conducting a study on the impact of proposed amendments to the labour migration law in Mongolia. By taking an in-depth look at the impact of the change in legislation, the study can help guide its implementation in a way that will harness the positive impact of migration for development. This activity will contribute to promoting informed policy development and stakeholder engagement in the wake of this change, reviewing both the ways it will impact the national labour market, including for Mongolian workers, but also the conditions under which foreign workers are able to reach Mongolia, paying particular attention to challenges including the language barrier, cultural differences, potential discrimination and labour exploitation.
The consultant will undertake the following tasks:
- Review of Legislative Changes: Analyze the proposed amendments to the Labour Migration Law, identifying key changes and their implications.
- Stakeholder Consultation: Engage with relevant stakeholders, including government agencies, employers, trade unions, civil society organizations, and migrant workers, to gather perspectives on the proposed amendments.
- Comparative Analysis: Benchmark Mongolia’s proposed amendments against international best practices and labour migration laws of other comparable countries.
- Economic Impact Assessment: Assess how the amendments will affect Mongolia’s labour market, remittance flows, and overall economic growth.
- Social and Legal Impact Analysis: Evaluate the impact of the amendments on migrant workers' rights, access to social protection, and legal compliance mechanisms.
- Policy Recommendations: Provide policy recommendations to maximize the benefits and mitigate potential risks associated with the amendments.
- Advanced degree in labour migration, labour law, migration studies, economics, public policy, or a related field.
Minimum of five years of relevant experience in labour migration policy analysis, legal research, or socio-economic impact studies. Strong knowledge of international labour migration frameworks and best practices.
