Project Context and Scope
The project promotes safe and rights-based migration to the United Kingdom for citizens of Central Asia under the UK Seasonal Worker Scheme (SWS), while maximizing the positive socio-economic impact for the countries of origin. The M&E Consultant will play a central role in measuring project effectiveness, supporting adaptive management, and strengthening regional collaboration on monitoring practices.
  Organizational Department / Unit to which the Consultant is contributing   “Safe Migration of Seasonal Workers from Central Asia to the UK” project. Tasks to be performed under this contract

Monitoring & Evaluation:

  • Develop a documented regional approach to M&E, learning and adaption on all project activities, including grants component.
  • Provide technical/advisory support to M&E focal points in Kazakhstan, Tajikistan, and Uzbekistan on aligning tools, indicators, and methods.
  • Provide technical revision and feedback on M&E templates and tools to ensure regional consistency in data collection and reporting.
  • Lead the design and implementation of the M&E plan for Kyrgyzstan.
  • Consolidate data and inputs from all countries for monthly, quarterly, and final reports. Ensure data quality, reliability, and gender/age disaggregation across reports for Kyrgyzstan.

    Data Collection and Analysis:

    • Develop a regional approach in measuring the effectiveness of project activities such as awareness campaigns, effectiveness of hotlines, and other relevant project activities.
    • Analyze regional data for trends, lessons learned, and strategic recommendations.

      Data Management (Kyrgyzstan only):    

      • Maintain an up-to-date and secure project database for all Kyrgyzstan-specific monitoring data.
      • Ensure proper data entry, cleaning, validation, and storage protocols in accordance with IOM data protection policies.
      • Generate data reports, visualizations, and dashboards to support programmatic decisions.
      • Monitor the accuracy and completeness of data collected from field activities in Kyrgyzstan.

        Reporting and Communication:

        • Submit monthly monitoring reports, including regional summaries.
        • Prepare a final regional M&E report by 20 March 2026.
        • Contribute data and analysis for quarterly project donor reports. Performance indicators for the evaluation of results
          • Quality, timeliness, and completeness of deliverables for Kyrgyzstan team.
          • Contribute to the level of consistency achieved across regional M&E tools and data.
          • Degree of evidence-based analysis and recommendations. 

            Education, Experience and/or skills required    

            • Master’s degree in Sociology, Development Studies, Migration Studies, Economics, or a related field.
            • Minimum 7 years of professional experience in M&E, preferably in migration or international development.
            • Strong experience with M&E framework development and data analysis.
            • Prior work with international organizations or UN agencies preferred.
            • Experience coordinating with multiple country teams or working in multi-country projects. Languages
              • Fluency in Russian, Kyrgyz and English required; knowledge other Central Asian languages is an advantage.  IOM’s official languages are English, French and Spanish. Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.   Travel required
                • Occasional travel within Kyrgyzstan is planned and will be arranged in accordance with IOM travel policies.
