Project Context and Scope
The \"Safe Migration for Seasonal Workers from Central Asia to the UK\" project aims to support the safe participation of Central Asian migrants in the UK Seasonal Workers Scheme (SWS), promoting a positive migration experience within the United Kingdom (UK) and helping participating Central Asian countries maximize the scheme’s benefits for economic development. The project seeks to address the challenges faced by nationals of Kazakhstan, Kyrgyzstan, Tajikistan, and Uzbekistan engaged in labour migration to the UK under the SWS.
Under this Terms of Reference (ToR), the incumbent is expected to work under the overall guidance of the Head of the Protection Unit and the direct supervision of the Media and Communications Specialist. The incumbent will closely collaborate with the IOM Kyrgyzstan project team and other relevant stakeholders, including government partners.

- In cooperation with IOM Kyrgyzstan project team, develop media-plan for targeting beneficiaries with online information, based on needs of target groups;
- Conduct an information campaign reaching the following targets:
- Instagram – 130 thousand people
- YouTube – 1 thousand people
- Facebook – 4 thousand people
- X (Twitter) – 2 thousand people
- In cooperation with IOM Kyrgyzstan project team, develop all visual materials and information products and conduct weekly online dissemination on all relevant social networks and posting on Instagram, Facebook, X, TikTok, YouTube;
- Publish posts related to SWS on the CEA platforms, and general information linked with migration issues on the IOM platforms;
- Provide effective consultations using innovative technologies through social networks;
- Track statistics on social networks and regularly report on the number of people covered. It is advisable to disaggregate the statistics by age, gender and geographic location. Coverage of all prospective labour migrants, the target group of an information campaign should reach at least 20,000 people for the project period (at least 2,000 likes, comments, re-posts, and saves). Provide the engagement rate for social media posts, identifying content that generates most views and engagement from the target audience;
- Cover all the activities of the project partners (photos, videos, success stories);
- Provide media support within all IOM projects as necessary;
- Prepare monthly reports on the achieved results of the developed media-plan implementation, including media-analytics: views, click-through rates, interactions, engagement rate, etc.;
The consultant shall coordinate well in advance the materials of the proposed information campaign with the Communications Specialist and other relevant Project staff.
