Position Title: Junior Professional Officer - Investigator (for American nationals only)

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

The Office of the Inspector General (OIG), inter alia, undertakes investigations into alleged violations of IOM’s regulations, rules and relevant administrative instructions, such as but not limited to, fraud, theft and embezzlement, corruption, sexual exploitation and sexual abuse, abuse of privileges and immunities or of authority, workplace harassment, bullying or other acts or omissions in conflict with the general obligations of IOM personnel. OIG Investigations is seeking applicants with experience in conducting investigations of an administrative nature.

Under the overall supervision of the Inspector General or his/her delegate and direct supervision of the Chief of Investigations and in cooperation with other colleagues in the OIG Team, the Junior Professional Officer will provide investigation support to OIG Investigations in the following areas:

Core Functions / Responsibilities:

1.Provide support to OIG investigators in the conduct of investigations involving allegations of misconduct, including:

• Assist the investigator in planning and conducting investigations to ensure that all appropriate lines of inquiry are identified and investigation resources are used effectively and efficiently to factually determine the issues relevant to an investigation;

• Assist in the collection and management of evidence;

• Assist investigators on complex cases by conducting in-depth review, including but not limited to the forensic review of electronic evidence, open source research and the examination of internal databases and other internally and externally managed records;

• Assist with investigative interviews of subjects and witnesses as required and in accordance with generally accepted best practice and procedures;

• Assist with the preparation of objective and factual investigation reports and other written products as required; and,

• Undertake duty travel to support OIG Investigations, including to areas with hazardous working conditions.

2.Provide support to OIG’s Intake and Quality Assurance Teams, in the intake, assessment and report review of cases involving allegations of misconduct, including:

• Assist with the management of the receipt of allegations and complaints;

• Assist with the management of OIG’s allegations and complaints database;

• Assist with preliminary assessments of allegations and complaints; and,

• Draft case assignment forms and closure notes, outlining preliminary assessments, under the guidance of the Senior Investigator (Intake).

3.Provide support to OIG’s Intake and Quality Assurance Teams in the quality assurance review of investigation reports and other written products, including:

• Assist with the review of selected reports and other work products prepared by investigators for sufficiency of evidence, accuracy, legal conformity, coherence and appropriateness of recommendations; and,

• Assist with the review of evidence gathered during an investigation and ensure that citations to evidence in investigation reports and other documents are accurate and complete.

4.Support OIG’s development of guidelines, templates and standard operating procedures to improve the quality of investigations and related documents, including:

• Assist with the review and preparation of guidelines, templates and standard operating procedures, which provide an accountability framework for activities conducted by OIG Investigations.

5.Perform such other duties as may be assigned.

Coaching and learning elements

The Junior Professional Officer will be provided with regular feedback on his/her performance and progress, with special attention granted to goal setting and overcoming challenges.

As an integral part of OIG Investigations, the Junior Professional Officer will:

• Gain experience in the investigations unit of an international organization, including the receipt, management and preliminary assessment of complaints involving allegations of misconduct; • Gain experience in administrative investigations in an international organization and in the subsequent reporting mechanisms for same, in accordance with relevant professional standards and best practice; and,

• Gain experience in working with governmental, non-governmental and United Nations institutions, in the context of administrative investigations.

Required Qualifications and Experience:

Education

• Master’s degree or post graduate qualification in Law, Criminology, Criminal Justice, Human Resources, Accounting or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of work experience.

Experience

• Experience working in an investigative function within an investigative unit;

• Experience working in a quality assurance function within an investigative unit;

• Experience working in a legal capacity within an investigations or compliance function;

• Experience in administrative or criminal investigations in an international setting is highly desirable;

• Strong organizational skills and practical experience of how to multi-task, prioritize and work independently.

• Ability to understand the Organization’s structure and portfolios;

• Ability to work effectively and harmoniously in a team of colleagues with varied cultural and professional backgrounds;

• Proven ability to produce a high quality of work, accurately and concisely and in a timely manner;

• Computer/software literate, including a working knowledge of Microsoft Office Suite, AdobeAcrobat, investigation software and open source applications and database applications.

Languages

IOM’s official languages are English, French and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For this position, fluency in English is required (oral and written). Working knowledge of at least one other official UN language is a distinct advantage (Arabic, Chinese, French, Russian, or Spanish).

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

• Initial duty station is Geneva, Switzerland with a possible relocation in the future subject to organizational needs assessment and effectiveness of the operations.

• The Junior Professional Officer will have funding available that will allow him/her to attend relevant workshops and trainings for professional development purposes and also enhance their language skills.
