The Position:

The International Programme Coordinator is responsible for the management of the project titled “Dignified and Healthy Lives for Afghan Refugees (DAHLAR) in Pakistan”, which is funded by the Government of Netherlands (Ministry of Foreign Trade and Development Cooperation), covering selected districts in Pakistan For the period of 2023-2027.

The International Programme Coordinator oversees and provides guidance and prepares reports for the consideration of senior management on the implementation of planned activities led by thematic leads and provincial teams.

You will establish and maintain collaborative relationships with relevant stakeholders and UN agencies to enable effective implementation of the project that aims to reduce the prevalence of Gender Based Violence (GBV) and improve sexual reproductive health (SRH) amongst Afghan refugees and host communities.

Under the overall guidance and direct supervision of the UNFPA Representative, you will expand the range of UNFPA deliverables in Pakistan within the ICPD agenda based on national priorities and in collaboration with federal and provincial stakeholders.

Job Purpose:

In a highly complex operating environment, you will play a vital role in promoting the project's partnership, synergy and alliances with IPs in government and civil society.

You will manage the project team and activities in the areas of women’s health, adolescents and youth empowerment, Gender Based Violence prevention, mitigation and response, ensuring linkages with population dynamics and data, and providing information on the achievement of results in the implementation of the project.

You will provide oversight on the implementation to field activities through regular meetings with provincial focal points and support to the provincial team for effective implementation on the ground.

You would be responsible for:

A. Project Management and Coordination

Oversee preparation of project implementation frameworks and work plans by government institutions, I/NGOs, civil society and UN agencies. Introduce into the workplan formulation process the results of annual reviews and mid-term evaluation, best practices, as well as innovative strategies and approaches; Facilitate the identification process of programme partners, including the assessments of their capacities and design of a capacity development plan; Contribute to the development and implementation of an integrated strategy for the delivery of technical assistance; Coordinate project implementation, guiding and orienting implementing agencies and project personnel and introducing effective modalities and practices of implementation. Ensure compliance of project implementation with UNFPA technical and programme policies and guidelines; Advise and report on the achievement of the project results, proactively measuring substantive progress and the effective utilization of financial and human project resources using appropriate monitoring and measuring mechanisms and tools; Identify and analyze trends, threats and risks related to reproductive health and gender issues that may affect the ICPD agenda, SDGs and UNFPA’s work in the country; Coach and manage national professional staff and associates; and provide guidance and support to provincial coordinators, individual consultants and experts as relevant.

B. Results-Based Management and Knowledge Management

Analyze progress, technical and other substantive reports from implementing partners and stakeholders and recommend required follow-up actions. Prepare donor reports and concept notes; Provide strategic guidance and technical support to programme monitoring and evaluation studies, and other relevant research undertakings; Develop substantive tools and guidance for monitoring and substantive evaluations in close coordination and cooperation with the CO Monitoring and Evaluation team; Promote a learning environment and systematic information-sharing within the project team. Ensure that state-of-the-art thinking and research are integrated within the project implementation frameworks. Identify sources of technical knowledge both in country and outside; Coordinate the production of reports and publications related to the project; Systematize project lessons learned and ensure that these are incorporated into the Country Office knowledge-sharing system. Facilitate the formulation, finalization and quality assurances of the knowledge management products relating to the project and ensure appropriate dissemination and sharing in the inter-agency fora and with relevant stakeholders.

C. Advocacy and Policy Dialogue

Assemble briefing and background materials in the areas of women’s and youth reproductive health, gender-based violence prevention, mitigation and response, and population and data; Participate in policy dialogue and advocacy for substantive issues in various fora at the federal and provincial levels, including in the Refugee Response Forum as relevant. Deliver effective evidence-based advocacy messages in support of national efforts at advancing reproductive health and reproductive rights and promoting a gender-sensitive approach to women’s reproductive health services, Gender- Based Violence and Youth agenda; Facilitate and Participate in the Partners Forum for the Dutch project to ensure effective coordination, information sharing, and visibility for UNFPA's contribution and mandates.

D. Networking and Partnership

Mobilize and network with national and international development partners in support of the Government in the areas of UNFPA mandates and project focus. ; Collaborate on substantive issues with government institutions, I/NGOs UN agencies and academia, research and training institutions, and professional societies in Pakistan; Facilitate donor liaison and coordination as agreed in the donor agreement for regular meetings, reporting and monitoring of the project interventions.

Qualifications and Experience:

Education:

Advanced university degree in public health, medicine, sociology, health systems/economics, or other field directly related to the substantive area identified in this job description.

Knowledge and Experience:

7 years of professional experience, preferably in programme/project management in the public or private sector; Demonstrated ability to refine programme design to ensure alignment of programme objectives to national priorities and capacities; Strong track record of programme leadership, and proven ability to manage complex programmes/projects and produce demonstrable results, with shared visions and goals; Understanding of human rights and gender equality dimensions of reproductive health is desirable; Strong negotiation, liaison, analytical and communication skills, including ability to produce high quality practical advisory reports and knowledge products; Demonstrated expertise in advocacy and policy dialogue is desirable. Demonstrated ability to network within the development community; Field experience is strongly desirable; Knowledge of the UN system would be an advantage.

Languages:

Fluency in oral and written English is required and working knowledge of other UN Languages is desirable.
