Accurate, timely, and disaggregated data is crucial to inform evidence-based policy-making, track progress towards the Sustainable Development Goals (SDGs), and support Albania’s EU accession process. However, many of the underlying challenges lack comprehensive data visualization and interactive analysis platforms. To address this gap, the UNRCO Albania is commissioning a consultant to (i) collect and document high-quality data for 5 selected indicators under each of 12 core development challenges (total: 60 indicators), and (ii) design and implement an interactive Power BI dashboard for visualization and analysis of this dataset. This work will directly support Albania’s Country Analysis (CA), strengthen analytical capacity within the UNCT, and provide government and development partners with an accessible, updatable tool for monitoring key development challenges. Objectives of the Assignment • Identify, collect, and curate quality data for 5 priority indicators under each of the 12 development challenges in Albania (total 60 indicators), based on priorities agreed with the RCO. • Design, build, and document a Power BI dashboard for data visualization and analysis, ensuring ease of use and future updates. • Provide indicator metadata and data source documentation to ensure full transparency and reproducibility. • Build simple update systems (e.g., Excel templates) for easy annual/periodic updates by non-technical users. • Prepare clear, concise guidance for dashboard use, including suggestions for improvement and further data collection. Scope of Work and Methodology The consultant will: 1. Indicator Selection and Data Collection o In consultation with the RCO, confirm the list of 12 development challenges and the 5 priority indicators for each. o Identify, access, and collect relevant national and international datasets for each indicator. o Document indicator definitions, sources, disaggregation (gender, age, geography, etc.), and data caveats. o Validate data for quality, completeness, and comparability. 2. Dashboard Design & Implementation o Develop a Power BI dashboard with clear, user-friendly visualization of all 60 indicators. o Integrate interactive menu options, filters (by challenge, indicator, year, geography, demographic group), and graphical summaries. o Ensure the dashboard is suitable for online publication and meets accessibility standards. o Set up an underlying Excel or similar template for future data updates by RCO staff. 3. Documentation & Training o Produce metadata for all indicators (definitions, sources, limitations). o Draft a short “user guide” for updating the data and using the dashboard. o Provide recommendations for further improvements, automation, or expansion. Qualifications/special skillsA recognized first level university degree in Engineering, Data Analytics, Statistics, Economics, Mathematics, Computer Science, or related field is required. At least two years of professional or academic experience in data analysis, visualization, or monitoring & evaluation is required. Demonstrated proficiency in Power BI dashboard design and data visualization is required. Advanced computer skills and strong analytical, writing, and communication abilities is required. Familiarity with SDGs, sustainable development topics, and/or Albania’s development context is desired. LanguagesEnglish and French are the working languages of the United Nations Secretariat.
