Organizational Setting The Food and Agriculture Organization of the United Nations (FAO) contributes to the achievement of the 2030 Agenda through the FAO Strategic Framework by supporting the transformation to more efficient, inclusive, resilient and sustainable agrifood systems, for better production, better nutrition, a better environment and a better life, leaving no one behind. FAO's goal is to achieve food security for all and ensure that people have regular access to enough high-quality food to lead active, healthy lives. FAO Country Offices, working under overall corporate guidance and in line with the Strategic Framework, offer policy advice and support to countries in the mandated areas of FAO, facilitated through partnerships, resources and an active country programme to provide technical assistance, develop capacities and deliver core services while fully observing international standards of accountability to establish leadership and strengthen impact at the country level. The offices deliver on the programmatic priorities of each country as agreed in their respective Country Programming Frameworks (CPFs) aligned to the UN Sustainable Development Cooperation Framework (UNSDCF) and ensure effective and efficient operations with adequate human and financial resources. The current CPF for the period of 2022 - 2025 has four priority areas: (1) One Health (OH); (2) Climate change response, environment and natural resources management; (3) Food safety, sustainable production and consumption, and equitable livelihoods for all; and (4) Governance, Gender and PWDs. Specifically, FAO Country Offices: (i) advocate, inform and support policies and investments in the areas of FAO’s mandate; (ii) provide technical assistance and deliver core services; (iii) assist and catalyse partnership and resource mobilization activities to support agrifood systems transformation; (iv) position FAO as the specialized/authoritative technical agency in food and agriculture and agrifood systems transformation; and (v) ensure risk-smart and accountable operations and management. The position is located in the FAO Country Office in Hanoi, Viet Nam Reporting Lines The incumbent will work under the overall supervision of the FAO Representative in Viet Nam, direct supervision of the Senior Technical Coordinator of the FAO Emergency Center for Transboundary Animal Diseases (ECTAD) in Viet Nam, and in close coordination with FAO ECTAD teams at the regional and country levels and government partners to contribute to the successful implementation of FAO projects in the country. Technical Focus The incumbent will work closely with FAO ECTAD Viet Nam and key stakeholders to provide comprehensive technical and operational support for surveillance, antimicrobial resistance (AMR) initiatives, capacity building, and project implementation to ensure the smooth functioning and impact of One Health programmes and FAO projects. Tasks and responsibilities • Support and assist the Senior Technical Coordinator to deliver One Health programme and ECTAD projects in collaboration with government counterparts; • Oversee all surveillance and surveillance capacity development activities: o Provide technical advice, support and oversee national animal diseases surveillance programme, early warning of animal health threats, analysis of surveillance data, and facilitate sharing of surveillance results with public health sector, neighbouring countries and the global community; o Provide technical advice and support the delivery of surveillance capacity development programmes and surveillance tools application including field epidemiology training, implementation of digital reporting system (VAHIS) at national, provincial, district and commune levels; o Support to develop national animal health surveillance strategies and programmes, including the organization of national workshops and consultations to review the draft surveillance strategy and programmes; o Providing inputs to the ECTAD Viet Nam team and technical inputs for progress reports or to the ECTAD regional office or FAO Headquarters (EMPRES/GLEWS) as needed; • Oversee AMR activities to support government of Viet Nam on: o The implementation and monitoring of the national action plan on AMR and AMU o Surveillance and surveillance capacity development and network for AMR, AMU, antimicrobial product quality and residue o The implementation of prescription regulations and other veterinary drug management regulations o AMR awareness raising and community engagement o Maintaining regular communication and coordination with AMR stakeholders in Viet Nam and FAO AMR team at regional and global levels; • Develop scientific conference posters, technical and policy briefs, presentations and manuscripts for publication; • Provide technical inputs to reports, events, and support field missions as needed; • Support monitoring and evaluation of the projects to assess impact, feasibility, and scalability of the interventions. • Perform other duties as required CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING Minimum Requirements • Advanced university degree in veterinary medicine, animal science, epidemiology, public health, or related field • At least 10 years of relevant experience in epidemiology, antimicrobial resistance, including surveillance, prevention/control management and One Health approach • Having working experience in Vietnam and other Asia countries is an asset • Working knowledge of English FAO Core Competencies • Results Focus • Teamwork • Communication • Building Effective Relationships • Knowledge Sharing and Continuous Improvement Technical/Functional Skills • Strong knowledge of animal disease surveillance systems and tools. • Familiarity with digital reporting systems such as VAHIS. • Excellent analytical and data interpretation skills. • Strong communication and coordination abilities. • Ability to develop scientific and technical materials for a variety of audiences. • Proficiency in project monitoring and evaluation. • Ability to establish and maintain working relationships with government counterparts and relevant stakeholders. • Knowledge of FAO or UN procedures is an advantage Selection Criteria • Based on minimum requirements, FAO core competencies, and Technical/Functional skills
