Médecins Sans Frontières (MSF) is an international, independent, medical humanitarian organisation that delivers emergency aid to people affected by armed conflict, epidemics, healthcare exclusion and natural disasters. MSF offers assistance to people based only on need and irrespective of race, religion, gender or political affiliation.
MSF International is the legal entity that binds MSF’s 24 sections, 27 associations and 18 branch offices together. Registered in Switzerland, MSF International provides coordination, information and support to the MSF Movement, as well as implements international projects and initiatives as requested.
POSITION BACKGROUND
MSF recruits internationally mobile staff (IMS) from over 160 countries around the globe, deploying them across 80 mission countries through its five Operational Centres. Part of these staff members are contracted by 19 different Contracting Sections (depending on their country of domicile). However, nearly 60% of IMS do not have a Contracting Section in their country of domicile - they are known as Non-Contracting Residents (NCR).
The International Coordination Office (ICO) will become the centralized contracting entity for NCR staff. This will bring forth a harmonized remuneration and benefits package, a consistent pension scheme via the ICO's international retirement savings plan, and an optimized administrative support for NCR staff throughout their tenure with MSF, by providing a single point of contact and comprehensive employment documentation.
The ICO started operations in October 2023. In 2024 a staggered implementation with all OCs is taking place.
OBJECTIVES OF THE POSITION
The HRIS Specialist will provide critical expertise and support to the ICO HR Admin team, leveraging advanced knowledge of Workday HCM, compensation configuration, security, and reporting, while also assisting with other Workday components as required. This role is essential in capturing and documenting customer requirements, translating them into detailed specifications, and collaborating with MSF stakeholders, external consultants, and IT teams to resolve technical challenges. The HRIS Specialist plays a vital role in ensuring system stability and reliability by identifying root causes of issues and implementing robust solutions in partnership with HR colleagues. This position reports directly to the ICO Manager.
MAIN RESPONSIBILITIES
Technical Oversight and System Management:
Develop and implement effective solutions for Workday components and reports, based on input from ICO counterparts, in collaboration with TMA and LIGO team in OCP.Manage and maintain security within Workday, ensuring data protection and compliance.Keep detailed documentation of system designs and processes.Review existing Workday configurations, identify and fix vulnerabilities, and suggest improvements.End-User Support and Training:
Provide support and guidance to end-users on Workday development and reporting.Assist in training initiatives related to Workday.Create and execute test plans to ensure accuracy of system configurations and customizations, and coordinate end-to-end testing.Collaboration and Continuous Improvement:
Stay updated on data protection regulations (e.g., GDPR) and ensure compliance.Ensure timely and accurate reporting to other MSF entities, including international HR data and monthly reports.
