The International Organization for Migration (IOM) invites qualified international experts to apply for a short-term home-based consultancy to develop and implement a training curriculum on diaspora engagement initiatives. The international experts will collaborate closely with local experts, ensuring that their global expertise is effectively integrated with local insights to create a curriculum that is both aligned with international best practices and contextually relevant. The consultancy aims to strengthen the capacities of municipal staff and other stakeholders to adopt a comprehensive, gender-sensitive approach to diaspora engagement.

Each training module should combine theoretical knowledge with a focus on practical examples/exercises. One two-day training per consultant will be conducted with up to 20 participants each. The trainings will have to be conducted during the first half of 2025. Two international experts will be selected to work alongside two local experts. 

The level of effort will not exceed seven working days (two days for remote training for each expert + five days for home-based developing training curriculum and reporting). 

Core Functions / Responsibilities:

In collaboration with Local Experts

Develop a tailored training curriculum on diaspora engagement, with a focus on alignment with the relevant policy framework, empowering active inclusion of diaspora communities and organisations in development processes.  Facilitate one two-day training session for up to twenty participants from municipal and central level government. Employ diverse teaching methods, including brainstorming, lectures, interactive discussions, and small group work, to encourage active learning. Develop pre- and post-training evaluation tools to assess knowledge acquisition and measure the effectiveness of the training sessions.

Tangible and measurable outputs of the work assignment:

A completed training curriculum on diaspora engagement initiatives. Delivery of one two-day capacity-building training sessions with interactive methods. Pre- and post-training questionnaires.  A report analysing pre- and post-training evaluations and outlining recommendations for future diaspora engagement initiatives. Performance indicators for the evaluation of results: Quality and comprehensiveness of the training curriculum developed. Positive feedback from training participants based on evaluations. Demonstrated knowledge improvement among participants as indicated by pre- and post-training assessments.

Required Qualifications and Experience: Education

University degree, preferably in social sciences (e.g. sociology, political science, development studies) or law.  An advanced degree will be considered as an advantage. 

Experience

Demonstrated experience and understanding of diaspora issues to promote policy and legislative good practice on diaspora engagement. Demonstrated experience in developing training curricula. Demonstrated experience as a training facilitator. Experience and understanding of migration issues. Experience in preparing written reports accurately and concisely and with public presentation skills. Proven capacity to coordinate all administrative and technical aspects of the consultancy. Demonstrated ability to work in a multicultural environment and establish harmonious and effective relationships.

Ability to work independently and as a part of a team.                                   

Languages

Excellent written and spoken English for specific purposes.
