Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The UN Women Somalia Strategic Note 2022-2025 articulates the entity's strategic direction, objectives, and approaches to support efforts to achieve gender equality and empower all women and girls, including women's full enjoyment of their human rights. It outlines how UN-Women will leverage its normative support functions, UN system coordination and operational activities, as mandated by its founding resolution, in an integrated and mutually reinforcing manner in support of transformative results. The SN also contributes to the implementation of the 2030 Agenda as well as other normative frameworks including the UNSCR 1325, CSW, Beijing declarations etc. Accordingly, UN Women Somalia program focuses, among others on key areas under the triple nexus mandate, encompassing normative, coordination, and operational activities.

UN Women Somalia is currently implementing the Women, Peace and Protection (WPP) program jointly with UNDP and UNTMIS. The joint program adheres to Somali government’s National Development (NDP-9) 2020-2024 and its primary objective of creating a secure environment, open politics and reconciliation and contributes to fostering national healing, reconciliation, unity and equality and aims at ensuring that matters relating to impunity, revenge and other triggers of violence are addressed through legal and government directed processes in line with the Provisional Constitution of the Federal Republic of Somalia and other national laws. The project reinforces the National Action Plan (NAP) on United Nations Security Council resolution (UNSCR 1325), as well as the implementation plan of the Joint Communiqué on the Prevention of Sexual Violence in Conflict (SVC).

Similarly, the Programme focuses on Women Peace and Security (WPS) and human rights advancements, as articulated in the vision of the relevant to Pillars II - IV of the National Reconciliation Framework (NRF) that focuses on restoring community relationships, building trust in government institutions and aims to address gaps of the NRF on WPS and human rights, which were not factored in the consultations and development of the NRF.
The consultant is also required to take into consideration the National Transformation Plan (NTP) 2025-2029, Somalia’s strategic blueprint for achieving inclusive growth, resilience, and sustainable development as a reference for developing the strategic plans, which is designed to enhance governance, peace and stability, stimulate economic growth, develop human capital, and build climate resilience. 

The WPP joint program supports capacity building for all gender promotion apparatus in Somalia including the government machineries. The Ministries of Women/Family lead on the WPS and GEWE agenda in all the Federal Member States. Therefore, UN Women Somalia is seeking to hire an International Consultant to support the development of Ministry-level Strategic Development Plans for each of the five Ministries of Family/Women in the five FMS. 

The international consultant will be reporting to the Country Program Manager and will be working closely and supported by WPP Program Specialist, who will be the point of contact on the contract management, technical support and payment related matters. The international consultant leading the process of developing five strategic plans each for the five Ministries of Women/Family at the five FMS (Federal Member States of Somalia) will closely coordinate with 5 locally identified consultants by the Ministries at FMS levels.

Scope of Work

The main objective of this assignment is to support the five FMS Ministries to develop their five-year Strategic Development Plans on with costed activities, clear milestones and measurable indicators for implementation. The Strategic Development Plans are expected be sustainable and fully owned by the five FMS ministries for implementation.

Specific Objectives:

Conduct a gender context analysis of each FMS to identify progress, gaps etc.
Conduct SWOT analysis for all five ministries; Develop 5-year Strategic Development Plans with costed milestones along with communications, resource mobilization and M&E plan with sustainability approach for each of the FMS Ministries; Validate the 5-year Strategic Development Plans with each of the Ministries, CSOs and relevant stakeholders in each FMS; Develop interactive PowerPoint presentations for resource mobilization for each of the five Ministries of Women/Family; Develop brochure capturing the essence from the 5-year Strategic Development Plan for each of the FMS Ministries.

Deliverables
Task 1: Desk review and inception report

Conduct a desk review of existing relevant reports, policies related to WPS, GEWE including National Strategic Plan, National Transformative Plan, National and Local Action Plans on UNSCR 1325 etc; 
  Develop and submit an inception report inclusive of methodology and consultancy work plan.

Task 2: Data Collection and Analysis

Develop a standardized data collection tool; Conduct SWOT analysis for each of 5 FMS;  Draft 5-year Strategic Plans for each of the FMS through a wider consultative process;  Develop interactive PowerPoint presentations for resource mobilization for each of the five Ministries of Women/Family; Develop brochure capturing the essence from the 5-year Strategic Plan for each of the five Ministries of Women/Family.

Task 3: Validation of Preliminary findings

Hold a one-day working validation meeting with key stakeholders in each of the five respective FMS to share and receive inputs on draft 5-year Strategic Plans; Address comments/inputs received from the validation workshop.

Task 4: Finalization of deliverables  

Finalization of all key deliverables incorporating all feedback received.

Consultant’s Workplace and Official Travel
The international consultant will travel to the five Federal Member States to coordinate data collection implemented by the local consultants, develop 5-year strategic plans, PowerPoint presentations, brochures and organize five validation workshops, supported by the local consultants.

Functional Competencies:

Technical expertise working on the Women, Peace and Security (WPS) agenda. Strong understanding of the Women, Peace and Security agenda, normative frameworks, and WPS programming Demonstrated experience in doing research and analysis on areas of gender, development, peace and security and demonstrate publications.  Demonstrated working relationships with state and non-state actors at the national and sub-national levels, peace actors, women’s human rights and gender equality organizations, development partners that can be activated for the purposes of the data collections and analysis. Demonstrated excellent written and oral communications skills in English.  Experience in developing and implementing sustainable strategic plans/workflows ensuring ownership of the key stakeholders is considered an advantage.  Ability to work independently and deliver on tight timelines.  Demonstrate strong programme formulation, implementation, monitoring and evaluation skills; Demonstrate strong knowledge of Results Based Management; Demonstrate strong knowledge of women, peace and security; Demostrate strong analytical skills.

Required Qualifications
Education and Certification: 

Master’s degree or equivalent in in gender/women’s studies, peace studies, international development, conflict studies, law, access to justice, social sciences, human rights, or a related field required A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience:  At least 7 years progressively responsible experience in gender-responsive conflict prevention and peacebuilding programming, training, and/or analysis with significant experience mainstreaming gender into analysis processes.  Experience in developing strategic development plans preferably for institutions with gender focus

Language requirements: 

 Fluency in spoken and written English is required. 
 

The duration of the contract is 30 working days. Renumeration is negotiable based on experience and expertise of the consultant. UN Women will process the payment of consultancy fee upon satisfactory completion of all tasks in the assignment, submission, and approval of the final report by UN Women.
