Purpose of consultancy:
An international consultant will be responsible for providing technical support in developing the NAP on GBV prevention, specific focus on domestic violence 2024-2030 as per the national legislation. The consultant will work closely with national consultant/s and DV sub-council members to bring in the international best practices, applicable to the local context.
Scope of work:
The international consultant is working closely with the National consultants to develop the National Action Plan to GBV Prevention and complete the following indicative but not exhaustive list of the tasks.
1. Inception Phase:
A. Participate in a virtual meeting with UNFPA Mongolia and UNFPA Asia Pacific Regional Office (APRO).
B. Convene a meeting with UNFPA and CCCP to obtain a solid understanding of the expectations, timelines for submission of key deliverables.
C. Desk review: Review relevant documents, including but not limited to the projects implemented in the country, the legal framework in the country, and other relevant studies and surveys conducted in the country to get familiarized with the country context.
D. Stakeholder mapping: Conduct a comprehensive stakeholder mapping to identify and analyze key stakeholders involved in GBV prevention and response. This will include identifying their roles, influence, and the nature of their engagement in GBV initiatives.
E. Develop an inception report outlining the methodology, workplan, and stakeholder engagement strategy
2. Drivers Assessment and Stakeholder Consultations:
A. Conduct a comprehensive needs assessment to identify gaps in current GBV prevention and response mechanisms.
B. Facilitate on-line consultations with a diverse range of stakeholders, including survivors, community leaders, health professionals, law enforcement, and NGOs in coordination with national consultants. In addition, review strategic documents developed and introduced by UN agencies and or other regional/global initiatives, documents and other. Take into consideration the most recent country reports and recommendations for Mongolia on UPR, CEDAW and their implementation plan adopted by the Government of Mongolia.
3. Drafting the National Action Plan:
A. Develop a draft National Action Plan incorporating evidence-based strategies, international best practices, and stakeholder inputs in coordination with national consultants.
B. Ensure the plan addresses prevention, response, and survivor support, with clear timelines, responsibilities, and resource allocations.
4. Capacity Building:
A. Develop training modules and materials to build the capacity of local stakeholders for effective implementation of the National Action Plan.
5. Finalization and Validation:
A. Incorporate feedback from stakeholders and UNFPA into the draft action plan.
B. Submit the final National Action Plan and a comprehensive M&E framework to monitor the implementation and measure the outcomes and impact of the National Action Plan.
Duration and working schedule:
The duration of this consultancy is for 30 non-consecutive working days from August 26 to November , 2024

The consultancy will be home-based and will follow a remote work modality.

Tentative tasks delivery dates which are dependent upon the contract signing date:
To deliver an inception report no later than Sep 6, 2024 To deliver a draft report (draft NAP) no later than Oct 4, 2024 To submit the final report (final NAP) no later than Nov 1, 2024The quality and completion of the deliverables will be evaluated by the Head of Office and other relevant team members of UNFPA Mongolia.
Monitoring and Supervisory arrangements:
The consultant will closely work with the UNFPA Gender Officer in fulfilling the responsibilities outlined in the Terms of Reference. Regular written updates and progress reports will be provided by the consultant to UNFPA, and online meetings will be organized as necessary to share updates, discuss needs, and address any challenges.
In the event of any anticipated delays, the consultant must promptly inform UNFPA, providing sufficient advance notice before the deadlines to allow for necessary adjustments to the agreed schedule. Effective communication and timely reporting are essential to ensure the smooth implementation of the tasks.
Required expertise, qualifications and competencies, including language requirements:
Education:
Advanced degree in Gender Studies, Development Studies, Social Sciences, or any other relevant field of study.Knowledge and Experience:
At least 8 years of experience in working with gender-based violence programme development; Demonstrated understanding of primary prevention of GBV, including global and regional evidence and what effective strategies and interventions for GBV prevention focusing on behavioral change and drivers of harmful social norms; Prior global and regional experience in development of gender-based violence programmes, studies, and research, reports, and strategies; Ability to develop a strong partnership with the relevant local partners and stakeholders in all levels; Familiarity or knowledge on Mongolia's context and landscape on GBV is an asset. Previous work experience with UNFPA or other UN agencies in a similar thematic area is desirable. Excellent analytical, research, and report writing skills.Languages:

As per UNFPA policy and procedures, and as per the rules governing contract based on the payment by deliverables, the payments for this consultancy will be made as follows:
30% upon finalization of the inception report and methodology. 70% upon delivery of the validated final report.UNFPA Work Environment:
