To strengthen the institutional and technical capabilities of the Central Statistical Organization (CSO) Aden under the legitimate government 

Scope of work:

Background : The CSO faces challenges due to outdated population and housing censuses, a lack of budget development capacity, and inadequate infrastructure and IT equipment. Furthermore, new data sources are needed, as well as better coordination with external organizations to support the capacity building of CSO Aden. Despite these challenges, the CSO staff remain dedicated to their work and have requested support through training, capacity building, and infrastructure upgrades. 

The CSO in Aden also is experiencing a severe lack of capacity, particularly a critical shortage of staff, due to retirements, resignations, and a hiring freeze. The current workforce is considerably smaller than required, leading to an overdependence on short-term contract workers who are underpaid, only available part-time, and have high turnover rates. Additionally, unclear protocols and processes have hindered coordination between the CSO Aden, its branch offices, and other statistical units within the ministry. 

To address the urgent need for a comprehensive census of population, housing, and establishments, significant capacity building in population and social statistics, particularly population studies, is required. This necessitates strengthening statistical capabilities and skills, which can be achieved by contracting a resident demographic expert in the field of population statistics.

Conducting a comprehensive assessment of the CSO's current statistical capabilities and infrastructure to identify areas for improvement and develop targeted recommendations for capacity building. Evaluating the population projections and statistical systems and developing a statistical strengthening plan for the sector, including mechanisms for monitoring statistical outputs and coordinating investments in the population sector and statistical systems. Strengthening capacity in the population sector to enhance the ability of CSO staff to conduct population projections using ready-made programs such as Spectrum and Mort Pac to meet requirements for national development. 

The outcome of this stage is to build the capabilities of the CSO staff in making population projections in coordination and participation with relevant authorities such as the Ministry of Health and Population - Aden, the Ministry of Education - Aden, the Ministry of Social Affairs and Labor - Aden, and the National Population Council - Aden.

Strengthening capacities through training on how to integrate statistics from administrative records (vital statistics, health, education, labor force, migration and displacement, accident and crime statistics, etc) with population census and surveys for comprehensive analyses on various thematic topics. Strengthening statistical capabilities in constructing and installing demographic and poverty indicators using analysis programs such as SPSS and STATA. Review and update the classifications used in population and social statistics in line with the current international standards. Support the creation of a basic and accurate database of ICPD-SDG indicators that reflects the situation from various aspects to help decision-makers in developing plans and drawing up policies and programmes. Strengthen skills in methodologies, design, planning, and implementation of representative surveys, as well as preparing a survey plan, processing figures, and extracting results. The deliverables for the consultancy include: 

An assessment report detailing the CSO's current statistical capabilities, infrastructure, and recommendations for improvement. A workshop on statistical strengthening with establishing a plan for the population sector.  A workshop on the Population projections outputs and training report. A workshop on thematic analysis integrating data from multiple sources with a report. A review report on the classifications used in population and social statistics and recommended changes.  A basic and accurate database of ICPD-SDGs indicators that reflects the situation from various aspects.

The consultant will receive payment in two installments: 

The first installment, representing 50% of the total payment, will be released after three months, contingent upon the completion of all scheduled workshops and submission of all requisite reports.  The second and final installment will be paid upon the successful conclusion of the consultancy and submission of the final report.
