Background:

UN Women in Georgia supports state and non-state partners towards the achievement of substantive gender equality in Georgia. In line with international and national commitments, UN Women works on the levels of policies and legislation, institutions and grassroots, to achieve transformative results for increased gender equality and greater protection of the rights of women and girls. 

One of the four strategic pillars of work for the UN Women Georgia Country Office (CO) is Women, Peace and Security (WPS), Humanitarian Action and Disaster Risk Reduction (DRR) supporting to the lives and livelihoods of women and girls resilience to disasters and threats, thereby contributing to sustainable, secure, and thriving communities. This pillar is in line with UN Women Global Strategic Plan (2022–2025), Impact 4: Women, peace and security, humanitarian action and disaster risk reduction; UN Women Georgia Strategic Note (2021-2025) and biannual workplans, as well as Outcome 5 of the UNSDCF of Georgia. 

In October 2024 UN Women, with the generous support of the Swiss Agency for Development and Cooperation (SDC), started the project on Gender in Disaster Risk Reduction (GDRR). The impact-level goal of the project is to ensure that women and girls in Georgia have a voice and agency to be resilient to natural disasters and threats, thus contributing to the increased inclusivity and effectiveness of DRR measures in the country.

The key project partners and stakeholders will be the relevant national institutional agencies, local women's organizations in Georgia, Women-led CSOs, women farmers, women farmers groups, and women entrepreneurs to build and increase their resilience against natural hazards on the one hand and familiarize them/change their practices to more climate resilient and environmentally friendly agricultural ones. The project will further engage with private sector businesses interested in partnerships.

For this assignment, UN Women Georgia CO plans to hire an international consultant who, in close cooperation with the UN Women Georgia CO, will provide technical assistance to the national consultant and will support him/her in delivering further capacity-development activities to relevant stakeholders on gender, disaster risk reduction and climate resilience. Through technical assistance, the national consultant and relevant stakeholders will be equipped with necessary skills and knowledge on mainstreaming gender in disaster risk reduction and climate resilience policies and practices. The international consultant is expected to deliver targeted support to increase relevant stakeholders’ awareness, knowledge, and capacities in gender, disaster risk reduction and climate resilience to engage and actively participate in national and local policy and decision-making processes.
The consultants/trainers will work under overall supervision of UN Women Country Representative and Deputy Country
Representative and day to day management and oversight of UN Women Programme Specialist and Project Analyst as relevant.

Description of Responsibilities / Scope of Work

•     Conduct desk review of relevant disaster risk reduction policies, definitions, guidelines, methodologies, metrics, and promising international practices, and support the national consultant in developing of training manual, including Training of Trainers (ToT) package. 
•     Deliver online training sessions to the national consultant on gender, disaster risk reduction and climate resilience policies, including practical implications and best practices. 
•     Together with the national consultant develop relevant contents/presentation materials on gender, disaster risk reduction and climate resilience, and together with the national consultant deliver the training/s/workshop/s and provide guidance prior and during the capacity-building sessions.
•     Together with the national consultant, conduct up to two workshops/coaching sessions for key stakeholders/potential trainers identified and mobilized by UN Women in Georgia, to raise awareness and develop their capacity on gender, disaster risk reduction and climate resilience. 
•     Support the national consultant in producing pre- and post-training analysis and developing training reports with relevant recommendations.

Deliverable
1.    Detailed work plan for the assignment/s submitted to UN Women as foreseen under the GDRR project. – 1 working day, by 17 March, 2025
2.    Online training for the national consultant on gender, disaster risk reduction and climate resilience, including the detailed agenda, training materials, presentations and other relevant training materials. – 2 working days, by 21 March, 2025
3.    Supporting the national consultant in finalizing the training manual including Training of Trainers (ToT) package on gender, disaster risk reduction and climate resilience tailored to Georgian context - 5 working days, by 31 March, 2025 
4.    Policy brief on gender, disaster risk reduction and climate resilience including actionable recommendations for relevant stakeholders based on the findings of the desk review. – 5 working days, by 26 April, 2025
5.    Up to two offline trainings conducted on gender, disaster risk reduction and climate resilience for different stakeholders, including training materials to be disseminated to target participants. - 4 working days, no later than 28 November, 2025
6.    Final report of work conducted in English with all relevant annexes (training manual, ToT package, policy brief, etc) and submitted to UN Women . – 1 working day, no later than December 3, 2025

Consultant’s Workplace and Official Travel
This is a home-based consultancy. 
As part of this assignment, there will be a maximum one trip to Tbilisi, Georgia with maximum 5 working and 2 travel days.

Functional Competencies:

Required Qualifications:

Education and Certification:

•     Advanced (at least Master) degree in one or more following areas: gender/women’s studies, human rights, sociology, law, international development or related field. 
•     A first-level university degree in combination with seven (7) additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

•     At least 5 (five) years in case of master’s (or 7 years with bachelor’s ) of relevant professional experience in the field of gender equality and women’s rights;
•     At least 5 (five) years in case of master’s (or 7 years with bachelor’s ) of experience in delivering trainings on gender issues to government officials, civil society, private sector companies or grassroots’ communities.
•     At least 5 (five) years in case of master’s (or 7 years with bachelor’s) of proven experience in developing training manuals, modules and programmes.
•     Sound understanding of interactive learning methods and adult-learning techniques

Languages:
•     Fluency in English is required.
