Context:
The Return and Recovery Unit (RRU) oversees a wide variety of activities related to post-conflict
recovery and durable solutions in Iraq. RRU work areas include policy and coordination, including
oversight of IOM’s leadership role in Iraq Durable Solutions coordination mechanisms such as the
Durable Solutions Task Force (DSTF), Durable Solutions Technical Working Group (DSTWG) and
Returns Working Group (RWG); data including research and the Displacement Tracking Matrix
(DTM); Community Resource Centers; and operational activities such as housing and infrastructure
reconstruction, livelihoods, cash for work and community engagement. The RRU’s support to
durable solutions also includes direct support in facilitating voluntary returns for IDPs who have
faced protracted displacement; data collection related to durable solutions; and policy, advocacy,
and coordination.
IOM’s strengths lie in its field presence around the country and operational capacity to implement
programmes, combined with the ability to collect qualitative and quantitative data to inform
programs and research.
IOM is seeking a consultant with substantial experience in gender analysis, gender mainstreaming,
women protection and women empowerment programming to conduct a gender analysis to inform
the development of recovery and durable solutions programs.
Under the general guidance of the Chief of Mission for IOM in Iraq and overall supervision of the
Head, Return and Recovery Unit, and the direct supervision of the Durable Solutions and Community
Engagement Senior Coordinator, the expert will lead on following activities: **
Core Functions / Responsibilities
Objective
The aim of the assignment is to undertake a gender analysis to understand the key issues of
gender and inequality related to the experience of displacement, post-displacement and
reintegration among the populations targeted by IOM Recovery and Durable Solutions
interventions. The analysis should also seek to:
· Identify the gender dynamics of access to durable solutions pathways and identify gender-specific opportunities, challenges and modalities to pursue durable solution options.
· Assess the levels and effectiveness of gender mainstreaming and gender-sensitive programming utilized in the current programming and implementation approaches.
Based on the findings of the gender analysis and a review of the existing tools and approaches utilized by the programme, the assignment will identify possible interventions to address some of the gender-specific barriers and inequalities through adapted programme approaches and activities to ensure IOM RRU programs are responsive to gender dynamics. Lastly, the assignment should identify key areas requiring policy development and influencing.
Responsibilities (40 working days):
· Literature and desk review of existing body of knowledge related to intersectional gender dimensions in Iraq, with particular focus on the impact of displacement and on recovery dynamics.
· Data collection and ad hoc visits to observe programme activities’ implementation and collect beneficiaries’ feedback on their perceptions and experiences.
· Review program design and tools to identify where adjustments may advance gender sensitivity and responsiveness, including recommendations on how to advance gender equality in the achievement of durable solutions and recovery outcomes.
· Develop a gender action plan with recommendations on how IOM Iraq can strengthen programmatic approaches to promote gender sensitivity and responsiveness in the short term, and as possible indicate where there may opportunities to directly target gender equality outcomes over the long term through either programming or policy and influencing.
Deliverables (40 working days):
· Inception report: description of methodology and detailed workplan
· Gender analysis: literature review, data collection and activities’ monitoring
thematic evidence;
Review of current relevant Government of Iraq’s policies and practices relevant to recovery, reintegration and access to durable solutions
Data collection focused on the specific experiences of population targeted by IOM’s programs
Monitoring and observation of programme implementation practices.
· Review IOM program design and tools
· Development of draft report on findings
Synthesis of desk review findings;
Gender analysis pertaining to access to recovery and durable solutions pathways in target program areas
Assessment of IOM’s current level of gender sensitivity and responsiveness
Gender Action plan and recommendations to incorporate approaches to promote gender equality and social inclusion.
· Presentation of findings from review process and action plan recommendations
· Final report developed after having included feedback from presentation and as provided to the draft report.
Performance indicators for evaluation of results
· Planning and timelines for works;
· Satisfactory completion of TOR tasks;
· Quality of contents, details, and writings of the report/brief.
Education
· Master’s degree in Gender studies, Political or Social Sciences, Development Studies, Human Rights, International Relations, Law and a related field from an accredited academic institution with three years of relevant professional experience; or
· University degree in the above fields with four years of relevant professional experience.
Experience & Skills
· Proven experience in design and implementation of gender mainstreaming and gender transformative programs and/or field-based research and analysis programmatic impact monitoring.
· Demonstrable knowledge and experience in gender analysis methodologies in humanitarian or recovery contexts
· Knowledge of Durable Solutions frameworks and of durable solutions and recovery programing, Guiding Principles on Internal Displacement.
· Excellent analytical, communication, writing and presentation skills.
· Familiarity with and/or experience in Iraq or in other internal displacement contexts in the Middle East is an asset.
· Substantial knowledge of non-profit work including data collection and data analysis in post-conflict settings.
· Familiarity with and/or experience in post-conflict environments is an asset.

The consultant must adhere to the International Organization for Migration (IOM) Data Protection
Principles (IN/138) and maintain confidentiality.
The consultant will be responsible to follow IOM writing guidelines and latest glossaries in all given
assignments for accurate translation.
