The Position:
The National Institute of Statistics of Rwanda (NISR) recently completed the Seventh Integrated Household Living Conditions Survey (EICV7). This survey provides essential data on household welfare, poverty, and inequality. As Rwanda’s national statistical office, NISR is committed to maximizing the utility of EICV7 data to inform national development strategies, particularly those focused on poverty reduction and effective targeting of social interventions.
To deepen the analytical use of this data and to prepare for the next round of EICV, NISR aims to strengthen the technical capacity of its staff in advanced poverty analysis, poverty prediction and modelling. These skills are essential for generating high-quality, disaggregated statistics that support evidence-based decision-making at both national and subnational levels.

Job Purpose:
The consultant will lead the end-to-end design and delivery of a capacity-building program focused on enhancing staff skills in Poverty analysis and poverty modeling.
You would be responsible for:
The work will be structured in four phases:
Phase 1: Preparatory Work (Remote – Week 1)
-Engage with NISR technical teams to assess current analytical capacity and identify priority training areas (needs assessment).
-Design a tailored training curriculum and materials aligned with Rwanda’s statistical systems, policy context, and EICV7 dataset structure.
-Deliver a detailed training plan for review and approval, including session outlines, learning objectives, and proposed software tools.
Phase 2: In-Person Practical Training (On-site in Kigali – Week 2)
-Deliver interactive online training sessions covering:
Theoretical foundations of poverty measurement. Practical implementation using Stata. Exercises using EICV7 datasets.-Ensure active participation through live demonstrations, breakout exercises, and Q&A
Phase 3: Virtual Training Delivery (Remote – Week 3)
-Facilitate face-to-face, hands-on training focused on:
Construction of consumption aggregates Adjustment of consumption aggregates for Computation of Poverty line Measuring poverty over time-Use real-world datasets (e.g., EICV7) for practical sessions.
Phase 4: Technical Follow-up and Application (Remote – Week 4 in November 2025)
-Provide guided support for:
Developing and refining poverty prediction models.-Offer coaching and feedback on participant-led exercises and draft models.
Qualifications and Experience:
The selected consultant must meet the following minimum qualifications and competencies:
b) A minimum of 10 years of experience in household survey data analysis and data quality control. c) A minimum of 5 years of experience related to measurement and analysis of poverty in East African Countries d) Experience in conducting poverty research and publishing analytical work that has contributed to the field of poverty analysis e) Experiences in developing and refining poverty prediction models. f) At least 10 years of practical experience in designing and implementing household surveys. g) Demonstrated experience (10+ years) working with National Development Policy Frameworks, including the Millennium Development Goals and/or Sustainable Development Goals. h) Proven experience in building the statistical capacity of staff within National Statistics Offices (NSOs). i) Experience working with Government Institutions is considered an added advantage. j) Advanced knowledge and practical experience in the use of statistical software, preferably Stata (Additional experience with R and/or Python is desirable). k) Strong proficiency in English (spoken, written, and listening). l) Experience working with Rwandan survey data is a significant asset. m) Previous experience with similar assignments in Rwanda will be considered a strong advantage.Education:
At least a Master’s degree in statistics, social statistics, applied statistics, mathematics, demographics, economics, or data science from a recognized and reputable university.
