UNICEF Tajikistan is firmly committed to upholding the highest standards of accountability, transparency, and programmatic effectiveness. One of the key instruments used to demonstrate this commitment is the Country Office Annual Report (COAR), a pivotal document that encapsulates the organization's achievements, challenges, and lessons learned over the past year. This report serves as a comprehensive reflection of UNICEF’s impact on the lives of children and families in Tajikistan, detailing how its programs contribute to key development outcomes, particularly in the areas of education, health, and child protection.
The COAR not only provides stakeholders with a thorough account of the work done but also highlights the evolving context in which UNICEF operates. With growing expectations from donors, governments, and other partners, the complexity of data management and reporting requirements has increased significantly. To meet these challenges and ensure that the report is of the highest quality, UNICEF Tajikistan is seeking to engage an international consultant. The role of this consultant will be critical in reviewing and refining the annual report, ensuring that it maintains a high standard of clarity, coherence, and visual appeal, while effectively communicating UNICEF’s impact.

The consultant’s responsibilities will include a meticulous review of the report’s content to ensure consistency, alignment with UNICEF's strategic priorities, and adherence to donor guidelines. Additionally, they will focus on improving the narrative flow, making complex information more accessible to diverse audiences, and ensuring that the report is visually engaging through the inclusion of infographics, data visualization, and multimedia elements. By doing so, UNICEF Tajikistan aims to produce a polished and comprehensive report that effectively communicates its impact, while also reflecting on the lessons learned to improve future programming.
This initiative underscores UNICEF’s unwavering commitment to transparency and continuous improvement, ensuring that the resources entrusted to the organization are used effectively to benefit the most vulnerable children in Tajikistan and create lasting positive change.

The primary objective of this consultancy is to draft and finalize a reader-friendly annual results publication for UNICEF Tajikistan, both in online and printed formats. The publication will be based on inputs provided from the 2024 Country Office Annual Report (COAR). The consultant will focus on content presentation, ensuring the report is clear, concise, and visually compelling. This will involve extracting relevant information from COAR and, if necessary, consulting with UNICEF staff for additional insights to ensure all critical achievements are highlighted.

The consultancy will also ensure that the final publication is fully aligned with UNICEF’s branding and communication standards, enhancing its professional presentation. This includes incorporating design elements that make the report appealing and easy to navigate. The end goal is to create a polished report that effectively communicates key messages to donors, partners, and stakeholders. By doing so, the publication will maximize its impact, ensuring that UNICEF Tajikistan’s accomplishments are presented in the best possible light.

DESCRIPTION OF THE ASSIGNMENT:

1. Content Review and Refinement: Evaluate and refine the content provided by UNICEF Tajikistan, ensuring accuracy, clarity, editing and coherence. This includes verifying data, streamlining narrative and ensuring that key findings and messages are prominently highlighted.

2. Design and Layout: Develop a visually appealing and professional design for the report, incorporating UNICEF's branding and communication standards. This includes designing layouts, creating infographics, and developing charts and visual elements that effectively represent data and information. The consultant will ensure that these visuals enhance the readability and impact of the report, making complex data more accessible and engaging.

3. Alignment with Branding Standards (UNICEF Branding Standards will be provided): Ensure that the report aligns with UNICEF’s branding guidelines, including the proper use of logos, fonts, and color schemes. This will help maintain consistency and reinforce UNICEF’s identity across all communications.

4. Effective Communication of Key Messages: Organize and present content in a way that effectively communicates key messages to donors, partners, and stakeholders. This involves structuring the report for clarity and impact, emphasizing critical data, and making the information accessible and engaging.

To qualify as an advocate for every child you will have… 

Education: Advanced degree in a relevant field such as Communications, Economics, Graphic Design, or a related discipline. Working experience: At least 5 years of experience in writing and refining high-quality reports, including annual reports, with a strong ability to present complex information clearly and coherently. Previous report writing experience, particularly UNICEF reports, will be considered an asset. Proficiency in graphic design and layout, including the creation of infographics, charts, and other visual elements. Strong skills in data analysis and interpretation to ensure accurate representation of information through charts, graphs, and infographics. Excellent communication skills to collaborate effectively with UNICEF Tajikistan staff and other stakeholders, and to ensure the report conveys key messages clearly. Languages: Be proficient in English Ability to manage time efficiently and meet deadlines Demonstrated cultural sensitivity and ability to establish harmonious working relations in a multicultural environment

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment.
