THE EXECUTIVE DIRECTORATE (EXD)

The Executive Directorate (EXD) is the steward of OECD resources, on behalf of the Secretary-General. Our focus is on people and their wellbeing; the effective and efficient management of the budget; the safety and security of staff, Delegations, visitors, and of the OECD’s data; maintaining and sustaining physical and digital infrastructure; and enabling the convening power of the OECD through conferences, meetings and events, whether virtual, physical or hybrid. As well as providing corporate services, functions and management support to our staff and Members, we provide integrated, strategic and expert advice on corporate policies and management issues to the Secretary-General, to Council and to Standing Committees, to which we regularly report on corporate matters. We also provide compliance and risk management functions (for management areas under our purview). Ours is a fast-paced environment focused on delivering management excellence across all our functions.

THE CONFERENCE, SECURITY, AND INFRASTRUCTURE SERVICE (EXD/CSI)

Situated within the OECD's Executive Directorate (EXD), the Conference, Security, and Infrastructure Service (EXD/CSI) is responsible for facilitating conferences that bring together delegates from our 38 Member countries, key partners and other stakeholders, for language services (interpretation and translation), for safety and fire security of OECD staff, delegates and visitors, and for the management and operation of OECD buildings in Paris and OECD Centres abroad.

EXD/CSI manages the OECD’s infrastructure, ensuring the seamless operation of essential services that support the Organisation’s daily functioning. This includes managing conference services for in-person, hybrid, and virtual events; providing interpretation and translation in official and other languages; ensuring safety through robust security systems and infrastructure maintenance; promoting awareness of security, event management, and occupational health; delivering travel services for international missions; and maintaining efficient, sustainable workspaces. EXD/CSI also oversees facilities management, including cleaning and building maintenance ensuring a secure, functional, and sustainable environment for OECD staff, Members, and visitors.

THE POSITION

EXD/CSI is looking for a dynamic temporary Internal Corporate Communications Officer who can get up to speed quickly. S/he will help to develop and improve EXD/CSI’s corporate communications within the Service and externally (with other areas of the OECD and with OECD Member Delegations), to develop and implement its communications plan in close co-operation with stakeholders across the Organisation and to support the Service by providing communications advice across EXD/CSI, preparing and editing documents, and presentations. S/he is client-minded, a skilled drafter, able to adapt quickly to different tasks, and is comfortable with presenting and communicating accurately and succinctly while delivering at pace. The Officer will liaise closely with the Communications Manager of the EXD Director’s Office. The Officer will also ensure that EXD/CSI communications follow OECD communications rules, standards and best practices, and will liaise with the Directorate for Communications (COM) as needed, as well as attend learning and networking events organised by COM.

The selected person will report to the Deputy Head of Service, EXD/CSI and will work closely with the EXD/CSI Director’s Office and the Division Heads and Directors’s office of the EXD (EXD/DO).

Job Description

Main Responsibilities

Strategic Communications

Support EXD/CSI management in achieving communications objectives, by developing strategies to improve the quality of EXD/CSI’s communications ensuring these meet professional standards and adhere to best practices while considering the intended audience.Draft and prepare reports and presentations for EXD/CSI management to support decision making on communications.Develop and implement targeted communication activities and programmes to effectively reach targeted audiences.Foster collaborative relationships across EXD/CSI to ensure high-quality, professional standards in all communications.Act as the primary point of contact for EXD/CSI communication matters, ensuring effective collaboration with the EXD Director’s office and the other three EXD Services.

External Communications to Stakeholders

Draft and review communications materials for external audiences including Delegations, OECD staff, including meeting organisers.Collaborate with other EXD/CSI colleagues responsible for communications to promote best practices, harmonise approaches, and improve efficiency.Update and maintain guidance documents, reference materials, and user manuals to support consistent communication standards.

Internal Communications

Plan, edit, and create engaging content for internal communications channels, targeted at EXD/CSI staff, including communications related to EXD/CSI’s well-being action plan.Co-ordinate contributions and maintain a regular flow of internal updates to keep staff informed.

Digital Communications

Serve as the focal point for online communications within EXD/CSI, providing guidance on best practices and ensuring content aligns with OECD guidelines and standards.Conduct content reviews, identify opportunities for improvement, and enhance the accessibility and usability of digital platforms.Manage and update web content, disseminating timely information such as news, guidelines, and how-to guides.

Corporate Reporting

Together with the EXD/CSI Head of Service’s office and other members of EXD/CSI and EXD/DO, support the preparation of relevant corporate reporting and strategic planning documents for the Service.

Qualifications

Ideal Candidate Profile

Academic Background

A university degree in business administration, communications, marketing, journalism, or related area.

Professional Background

A minimum of five years of experience working in a communications role with similar responsibilities, preferably in an international organisation.Proven experience demonstrating strong writing, strong oral communication skills, editing, proofreading, layout and design, professional printing/publishing skills are essential.Excellent knowledge of web editing standards, communication technologies, and best practices, combined with extensive experience in internet technologies and a proven ability to quickly master new digital tools and emerging communication technologies.Excellent organisational and planning skills and demonstrated creativity.Strong team player with demonstrated experience in effectively collaborating across all levels of an organisation and building strategic, trust-based working relationships.Self-motivated with a positive and professional approach to communication.Experience working with external communications agencies would be an advantage.

Tools

Excellent ICT knowledge and skills, with proficiency in using and maintaining communications tools, including web applications, platforms, database systems, and workflow technologies.Excellent knowledge of the MS Office tools, especially Teams, Word and PowerPoint.Familiarity with desktop design tools would be an advantage (Adobe Creative Cloud suite etc.).Familiarity with OECD’s software package and corporate tools would be an asset.

Languages

Working knowledge of at least one of the OECD official languages (English and French) with competency in the other language.

Salary Information

Salary and conditions will depend on the experience of the selected candidate as well as on her/his status (temporary staff or official).

Selection Process

For retained candidates, a written assessment and internal interviews are planned for late March 2025.
