Project Context and Scope

The impacts of flooding in Bor are severe and far-reaching:

Displacement & Loss of Livelihoods – Recurrent floods have displaced thousands of residents, forcing many into temporary shelters or makeshift housing. Damage to Infrastructure – Roads, bridges, schools, and health centres frequently suffer damage, disrupting essential services. Health & Sanitation Risks – Flooding exacerbates waterborne diseases, including cholera and malaria, due to poor drainage and water stagnation. Economic Disruptions – The destruction of markets, agricultural lands, and trade routes negatively affects economic activities and food security. Despite ongoing disaster response efforts, Bor lacks a systematic, risk-informed urban planning framework to mitigate these risks in the long term. Weak land-use planning, limited enforcement of zoning regulations, and insufficient investment in resilient infrastructure have exposed the city to climate-related hazards.  The Bor Flood Risk Mitigation Project (BFRMP) was initiated as a collaborative effort involving the Government of South Sudan, international development partners, and humanitarian organizations to address these growing challenges. The BFRMP aims to reduce Bor’s vulnerability to flooding through infrastructure improvements, community engagement, capacity building, and policy interventions. The project has three interlinked outcomes: Strengthened knowledge base and governmental, community, and academic engagement on the susceptibility of communities to disaster- and fragility, conflict, and violence (FCV) related risks Strengthened capacity for community responses to climate-related shocks through participatory disaster risk management mechanisms and early warning systems at national, state, county, payam, and community levels Enhanced Greater Bor Flood Management Initiative in targeted locations While the BFRMP plays a crucial role in medium and long-term flood mitigation, there is a pressing need to embed long-term disaster risk reduction (DRR) strategies into Bor’s urban planning framework. Bor will remain vulnerable to recurrent disasters without risk-sensitive land-use policies and climate-resilient urban design. To complement BFRMP's objectives, this consultancy seeks to develop technical guidance for integrating DRR into Bor’s urban planning policies and frameworks. By embedding DRR principles into land-use planning, zoning regulations, and infrastructure development strategies, Bor can transition from a reactive disaster response approach to a proactive, risk-informed urban development model.

    Tasks to be performed under this contract

Under the supervision of the project manager and in coordination with the project team, the consultant will undertake the following tasks:

a) Desk Review and Policy Analysis

Review existing urban planning policies, land management frameworks, and national disaster risk reduction strategies.Identify gaps in current planning approaches that contribute to increased disaster risks.Assess the best international practices for integrating DRR into urban planning, particularly in flood-prone areas.

b) Stakeholder Consultations and Institutional Analysis

Conduct interviews and workshops with relevant government agencies (e.g., Ministry of Housing, Land, and Urban Development, Jonglei State Authorities).Engage with local municipalities, development partners, and humanitarian organizations involved in flood risk mitigation.Identify institutional challenges, resource gaps, and capacity-building needs for effective DRR integration.

c) Development of Technical Guidance and Policy Recommendations

Formulate a DRR-integrated urban planning framework tailored to Bor’s context.Provide guidelines for risk-sensitive land-use planning, zoning laws, and climate-resilient infrastructure development.Develop recommendations for institutional coordination and governance mechanisms to strengthen disaster risk management in urban planning.

d) Validation and Capacity Building

Present findings and technical guidance to key stakeholders for validation.Conduct training workshops for urban planners, policymakers, and local authorities on implementing DRR-integrated planning.Provide a final technical guidance document with clear action steps and implementation strategies.

Inception Report – Outlining the methodology, work plan, and data sources.Desk Review Report – Summarizing existing policies, planning frameworks, and gaps in DRR integration.Stakeholder Engagement Report – Documenting consultations, key findings, and recommendations.Technical Guidance Document – Providing a structured framework and policy recommendations for integrating DRR into urban planning.Final Report & Presentation – Consolidating findings, technical guidance, and implementation strategies.

Term of Payment and deliverables

The consultant will receive the full payment, distributed across the 90-day consultancy period as follows;

First deliverable (20%): Deliverable: Presentation of the methodology, approach for first-semester review, data collection plan, and feedback collection strategy.Submission of the inception and desk review report. Timeline: Within the first three weeks of the consultancy.Second Deliverable (40%): Deliverable: Stakeholder Engagement Report – Documenting consultations, key findings, and recommendations.Draft Technical Guidance Document – Providing a structured framework and policy recommendations for integrating DRR into urban planning. Timeline: By the end of day 45 of the consultancy.Third Deliverable (40%):  Final Technical Guidance Document – Providing a structured framework and policy recommendations for integrating DRR into urban planning.Final Report & Presentation – Consolidating findings, technical guidance, and implementation strategies. Timeline: By the end of day 90 of the consultancy.

Payments will be made in the above instalments, and all tasks will be completed as per the timeline in the ToR after a fully approved final report, including achievements, challenges, lessons learned, and recommendations against the approved work plan, is submitted. Payments are subject to satisfactory confirmation by Programme Managers.

Education, Experience and Skills Master’s degree in urban planning, Disaster Risk Management, Environmental Studies, Civil Engineering, or a related field.Minimum of 7 years of experience in DRR, climate resilience, or urban planning.Proven experience in policy analysis, land-use planning, and stakeholder engagement.Strong knowledge of South Sudan’s urban governance context is an advantage.Excellent analytical, writing, and presentation skills.Fluent in written and oral English.Working knowledge in Arabic is an advantage.Languages For this position, fluency in English is required (oral and written). Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments. Travel required
