Based in New York, the New York Board and External Relations Office (NYBER) manages the organization's relationships with the Executive Board of UNDP/UNFPA/UNOPS, UN Member States and the broader UN system. The Office positions UNOPS on a variety of strategic initiatives and represents the organization on UN system-wide issues that require inter-agency collaboration and coordination. NYBER’s work ensures effective engagement and alignment with the broader UN system, and enables accountability and transparency towards the Executive Board.

1. Executive Board related functions
Support the coordination of Executive Board related matters, including preparing informal consultations and briefings, drafting chair’s notes and other procedural documents, assisting with organizing Board formal and informal sessions, and preparing and ensuring timely submission of documentation.
Support the coordination with the UNOPS focal points in developing the reports and information notes for decision-making by the Executive Board.
Maintain, update and track a repository of Executive Board decisions.
Draft and edit internal communication and briefing materials, as needed.
Support UNOPS contributions to Joint Board meetings and activities, as needed.
Support the coordination of UNOPS interaction with Executive Board Member and Observer States, and with other agencies sharing the Executive Board.
Coordinate closely with the UNOPS Executive Office, sharing information, documents, papers and be responsive towards the needs and queries of the Executive Office and other Offices within UNOPS.
Support the participation in UN meetings, compile materials, and prepare statements and briefings, as needed.
2. Documentation functions
Coordinate the preparation, editing, formatting, and submission of official Executive Board documentation (e.g., workplans, reports, decisions, information notes).
Liaise with the relevant focal points, collect and consolidate the required documentation.
Track deadlines and document submission schedules in line with UN and inter-agency standards.
Ensure the timely publication of Board related documents on the UNOPS website.
Assist in the production of notes and summaries, draft decisions, and other reporting on Board sessions.
Maintain a centralized digital repository of all Executive Board documentation and correspondence.
Provide logistical and documentation support during formal and informal sessions of the Executive Board.
Perform administrative duties related to document processing, database management, and coordination with the UN Department for General Assembly and Conference Management (DGACM, gdoc).
3. Support on intergovernmental matters
Monitor UN and other international major events, conference and fora; identify opportunities for UNOPS engagement and ensure the NYBER calendar of major events is regularly updated.
Preparation of briefing notes as required.
Contribute to the preparation and/or participation in various international and regional events, coordination and stakeholder meetings, as needed.
Contribute to the participation and representation of UNOPS in UN intergovernmental fora, and other stakeholder meetings, of relevance to UNOPS and its mandate, as needed.
Provide analytical support to the organization of events, dialogues and other platforms for exchange to advance the work of UNOPS in line with the UNOPS Strategic Plan and the organization’s broader mandate.
Support the nurturing of relationships with Member States through their permanent missions in New York.
Provide protocol assistance in organizing and conducting UNOPS events at the United Nations, including official luncheons, receptions, bilateral or other meetings with representatives of Member States, liaising with diplomatic Missions accredited in New York.
Identify and coordinate meetings within the permanent missions in New York, including supporting the preparation of CVs, background documents and talking points and support the development of the agenda of senior management in relation to such meetings.
4. Knowledge management
Contribute to the dissemination and sharing of best practices and lessons learned for planning and knowledge building in the context of intergovernmental affairs.
Research support in identifying and participating in multilateral intergovernmental forums and platforms that facilitate UNOPS’ deeper engagement on issues of key relevance in delivering impactful results on internationally agreed development goals.
Provide regular feedback on existing systems, tools and resources to ensure their relevance and support the preparation of standard operating procedures and other guidance documents and templates, as required.
Develop content on Executive Board related matters for the UNOPS intranet; ensure its regular update and relevance; provide suggestions for improvements on how the information is structured and presented.
The effective and successful performance by the Intergovernmental Affairs Senior Analyst, NYBER, reinforces the visibility and image of UNOPS as a highly professional, well integrated, strategically positioned and accountable entity of the UN system.
