Internal Audit and Investigations Group

The purpose of the Internal Audit and Investigations Group (IAIG) is to provide independent and impartial assurance and advice to improve UNOPS operations. The group reports on the use of resources administered by UNOPS and the effectiveness of internal control systems; and enhances the effectiveness of risk management, control and governance processes. Furthermore, IAIG investigations into alleged fraud, corruption, sexual misconduct (sexual harassment, sexual abuse and exploitation), waste of resources, abuse of authority or other misconduct and violations of UNOPS regulations, rules and administrative instructions.

Functional Responsibilities

The Intake Investigator is responsible for the intake of and assessment of investigations into allegations of wrongdoing by UNOPS personnel, suppliers, and implementing partners in line with internal standard operating procedures and relevant rules. Intake includes analyzing the jurisdictional authority, applying risk assessment criteria, examining the veracity of evidence and recommending disposition.

Specific responsibilities include:

  • Reviews the information received, and when necessary, obtain additional information from the complainant to determine whether the matter falls under IAIG’s mandate or would be more appropriately handled by another unit.

  • Plans, organizes and conducts investigations of alleged wrongdoing such as procurement fraud, corruption, embezzlement, collusion, bribery schemes, sexual exploitation and abuse as well as sexual harassment, harassment/abuse of authority. This includes interviewing UNOPS personnel and third parties, reviewing documentary and electronic information, and analyzing the evidence.

  • Prepares detailed reports which set forth the findings, supporting evidence, analysis and evaluation of the evidence, as well as recommendations for next steps.

  • Maintains effective liaison with relevant UNOPS departments and offices in the context of the intake and assessment process, regarding specific cases and with external and UN investigators on cases/issues of mutual concern;

  • Contributes to the updating of policies, procedures, systems and best practices to support the planning, conduct, evidence collection, report writing and follow-up of initial reviews and full investigations.

  • Participates in awareness and training activities on the prevention, detection and reporting of fraud and corruption in UNOPS.

  • A first-level university degree in combination with 2 years’ experience in conducting criminal and/or administrative investigations as an investigator (in addition to the 5 years of investigation experience required below) may be accepted in lieu of the advanced university degree.
A Diploma in Criminal Investigation from a national law enforcement agency or police academy and significant relevant experience may be accepted in lieu of the above academic qualifications.

Experience requirements

At least five years of progressively responsible experience in professional investigatory work, law enforcement/criminal investigations or related fields. Experience with managing investigations and with international investigations required. Experience with UN policies, procedures and operations is also desirable. Experience working with intake team is an asset. Language requirements

Fluency in English (speaking, reading and writing) is required

Working knowledge of another official United Nations language, particularly French or Spanish, is an advantage.

For staff positions only, UNOPS reserves the right to appoint a candidate at a lower level than the advertised level of the post.

For retainer contracts, you must complete a few mandatory courses ( they take around 4 hours to complete) in your own time, before providing services to UNOPS. Refreshers or new mandatory courses may be required during your contract. Please note that you will not receive any compensation for taking courses and refreshers.
