The Norwegian Refugee Council (NRC) is seeking a highly qualified, resilient and dynamic Access Analyst Humanitarian Access Working Group (HAWG) Co-Chair who will contribute to the INGO Forum and its members ability to maintain and gain principled and meaningful access for sustainable programmes across the country.  What you will do

1. Track changes in the operational capacity, motivations, objectives and narratives of the primary conflict related stakeholders.
2. Contribute to increase access and conflict analysis capacity of the access working group and INGO partners.
3. To contribute to the body of knowledge – including evidence building, data collection and anticipatory analysis and the provision of actionable advice and technical support for humanitarian negotiations.
4. Support coordination and operationalisation by providing regular updates on contextual changes, flagging potential risks, and alerting on context changes and likely situations developing.
5. Act as a Co-Lead and thus provide unique opportunity for the Forum to strengthen its dialogue with the HAWG Lead, gain ongoing independent access analyses and perspectives, and enhance forum capacity to successfully engage with a wide range stakeholders.
6. Develop a context specific analytical framework to guide data collection processes and analytical product development. This framework will be developed in consultation with HSS, operations, advocacy, and programme colleagues within the Forum members. This process will help identify and integrate other information already being collected by teams to avoid duplication capitalising on existing strengths.

   What you will bring

   • Relevant academic qualifications, and/or 3+ years' experience in conflict/access analysis.
   • Experience in development of methodologies for data collection and analytical frameworks. 
   • Experience of narrative tracking and analysis.
   • Fluency in written and spoken English and Spanish.
   • Demonstrated knowledge of the context, and current conflict sensitivities within Venezuela and the region.
   • Resilience and ability to work under pressure.
   • Proven ability to engage with a wide range of public and private partners.
   • Experience working with minimal supervision, but with strong personal drive and communication skills needed for coordinating multiple moving pieces of work.
   • Strong understanding of the humanitarian INGO context. What we offer
     • Duty station: Caracas, Venezuela
     • Contract: international or national contract, 12 months 
     • Travel: up to 30% 
     • Salary/benefits: grade 8 on NRC’s regional salary scale, with accompanying terms and conditions

         Venezuela's protracted economic, social, and political crisis has led to millions of people fleeing the country, many others being internally displaced: at least 7.6 million people are in need humanitarian assistance or protection. NRC is present in Venezuela since 2005 and works on Information, Counselling and Legal Assistance (ICLA), Water, Sanitation and Hygiene (WASH), Education, Livelihoods and Food Security (LFS) and Protection from Violence (PfV) in Zulia, Tachira, Apure and Bolivar states.

         NRC Venezuela is seeking an Access Analyst to support the Venezuela INGO Forum to strengthen and complement the coordination mechanism for the Humanitarian Access Working Group (HAWG), which is co-led by OCHA and the INGO Forum.
