Setting and ReportingThis position is located in the Countering Terrorist Travel Section within the Special Projects and Innovation Branch of the United Nations Office of Counter-Terrorism (UNOCT). The incumbent will report to the Senior Information Systems Officer. The United Nations Office of Counter-Terrorism (UNOCT) undertakes counter-terrorism capacity building projects at the global, regional and national level to contribute to the full implementation of all four Pillars of the UN Global Counter-Terrorism Strategy. The focus of this post is to support the UNOCT-led technical assistance project entitled 'Building the Capacity of Member States to Prevent, Detect and Investigate Terrorist Offenses and Related Travel by Using Advance Passenger Information (API) and Passenger Name Record (PNR) Data,' jointly implemented with the following partners: Counter-Terrorism Committee Executive Directorate (CTED), the United Nations Office on Drugs and Crime (UNODC), the International Civil Aviation Organization (ICAO), the United Nations Office of Information and Communication Technology (OICT), INTERPOL, and the International Organization for Migration (IOM). The purpose of this project is to support Member States to build their capacity to detect and counter terrorist travel and serious and organized crime, including through enhanced international information exchange, passenger data collection and analysis, biometrics, etc. The project will respond to requirements established by the Security Council which, on 24 September 2014, adopted resolution 2178 to address the acute and growing threat posed by FTFs. The resolution inter alia calls upon Member States to require airlines operating in their territories to provide API to the appropriate national authorities in order to detect the departure from their territories, or attempted entry into or transit through their territories, by means of civil aircraft, of individuals designated by the Committee established pursuant to resolution 1267 (1999) and 1989 (2011) (the Committee). On 21 December 2017, the Security Council adopted resolution 2396, which builds on resolution 2178 (2014) by creating new international obligations and other provisions to strengthen border security and information sharing. This includes the use of API and PNR data to curb the flow of returning and relocating FTFs, as well as transnational terrorist groups. This position is located in the CT Travel Programme Pillar IV team in Vienna. The incumbent reports to the Head of Technology ResponsibilitiesWithin limits of delegated authority, the Information Systems Officer is responsible for the following duties: • Manages projects involving feasibility studies, systems analysis, design, development and implementation of new, moderately complex systems, and/or, participates as a member of a development team with responsibility for major components of the more complex systems. • Develops detailed system and other functional specifications and user documentation for major systems. • Provides specialized advice to users, analyzing users’ requirements and translating these into new applications; determines application systems integration and linkage issues. • Supports the goTravel International User Community substantive processes vis-à-vis the continuous improvement and refresh of goTravel features and code base. • Assists with compiling Business Requirements Document (BRD) in coordination with the members of the goTravel International User Community. Coordinates the Countering Terrorist Travel Programme governance process and the implementation of the new system features detailed in endorsed BRDs. • Coordinates work on defining requirements for the integration of additional Human Rights and data privacy safeguards in the goTravel solution through business requirements gathering and proof of concepts. • Maintains, upgrades or enhances existing user systems; troubleshoots and provides continuing user support, to include resolving difficult problems, advising on the use of new techniques, monitoring transactions to measure performance and continued effectiveness of assigned systems, etc. • Organizes and performs unit and integrated testing, designing and utilizing test bases; assists users in acceptance testing. • Develops training materials, operating and user manuals; trains staff in assigned systems. • Develops disaster recovery plans and ensures appropriate planning and training of those responsible. • Researches, analyzes and evaluates new technologies and makes recommendations for their deployment. • Participates in writing reports and papers on systems-related topics, system requirements, information strategy, etc. • Provides guidance to, and may supervise, new/junior staff, consultants, etc. Competencies• Professionalism: Knowledge of information technology/information management, particularly in systems analysis, requirements gathering and specifications. Familiarity with systems used in the UN, including their technical aspects and business functionalities is desirable. Experience using \"Agile\" methodologies such as Scrum, Kanban and/or Test-Driven Development is desirable A working knowledge of SQL Server and the ability to design relational databases is desirable.
