The United Nations Office of Information and Communication Technology's Enterprise Solutions Service (OICT/ESS) develops and supports a wide range of enterprise solutions and provides products and services that support the work of the UN. The incumbent will be part of the Enterprise Application Centre - Asia, hosted by ESCAP and located in Bangkok, Thailand, and will report to a Senior Information Systems Officer within OICT/ESS. ResponsibilitiesUnder the direct supervision of the Senior Information Systems Officer and the overall supervision of the Chief, Enterprise Solutions Service, the Information Systems Officer may be responsible for the following duties: -Plans and directs major systems projects or major components of these complex systems which typically influence critical operations and large or multiple user groups. -Provides expert advice on complex systems analysis and design; identifies the need for new systems (or modifications to existing systems) or respond to requests from users; develops plans for feasibility assessment, requirements specification, design, development and implementation, including project plans, schedules, time and cost estimates, metrics and performance measures. - Tracks and monitors project progress against plan, requirements, quality measures, standard processes; liaises and collaborates with users on all aspects and in all phases of development and implementation. - Provides professional leadership and work direction to assigned project team, and/or mentor and supervises the work of new/junior officers, contract staff, etc. - Is actively involved in the most complex aspects of the project (e.g. systems analysis, architecture, development, security assessment, etc.); oversees the development of global architecture, ensuring compliance with UN Standards and policies and setting up control and security mechanisms. - Develops, implements and monitors information standards and guidelines, including testing paradigms. - Prepares technical and user documentation for entire systems and interdependent applications; prepares training materials and detailed technical presentations. - Keeps abreast of developments in the field and determines the need for testing and evaluating new products and technologies; provides leadership on introducing technological changes; prepares various technical research, analysis and evaluation reports on innovative technologies and recommendations for their implementation. - Facilitates communications between OICT and its major clients for good client relations. Serves as coordinator in the development of Service Level Agreements (SLAs) between the client and OICT, for either specific IT services or general technical assistance, including any charge back mechanisms. - Participates in planning and preparation of the budget, work program and spending plan. - Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Performs other related tasks as needed. Work ExperienceA minimum of seven years of progressively responsible experience in planning, design, development, implementation and maintenance of IT systems or related area is required. A minimum of four years of hands-on expertise in: ERP and learning management solutions and machine learning and natural language processing and cloud (Azure and/or AWS) is required. Proven experience with the UN strategy on ICT, of the Sustainable Development Goals (SDGs), internal ICT policies and UN standard development process is desirable. Proven experience in Information Security Testing, Blockchain, Internet of Things, Large Languages Models (LLM) and Retrieval-Augmented Generation (RAG) is desirable. Two years or more of experience in data analytics or related area is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat.
