The United Nations Office of Information and Communication Technology's Enterprise Solutions Service (OICT/ESS) develops and supports a wide range of enterprise solutions and provides products and services that support the work of the UN. The incumbent will be part of the Enterprise Application Centre - Asia, hosted by ESCAP and located in Bangkok, Thailand, and will be under the direct supervision of a Senior Information Systems Officer and the overall supervision of the Chief, Enterprise Solutions Service. ResponsibilitiesUnder the direct supervision of a Senior Information Systems Officer and the overall guidance of the Chief, Enterprise Solutions Service (ESS), the Information Systems Officer may be responsible for the following duties: -Manages projects involving feasibility studies, systems analysis, design, development and implementation of new, moderately complex systems, especially mobile applications, and/or participates as a member of a development team with responsibility for major components of the more complex systems. - Develops detailed system and other functional specifications and user documentation for major systems. - Provides specialized advice to users, analyzing users’ requirements and translating these into new applications; determines application systems integration and linkage issues. - Maintains, upgrades or enhances existing user systems; troubleshoots and provides continuing user support, to include resolving difficult problems, advising on the use of new techniques, monitoring transactions to measure performance and continued effectiveness of assigned systems, etc. - Develops and maintains mobile applications that require integration of many interrelated systems and program elements; ensures appropriate data security and access controls considering both local and wide area issues. - Organizes and performs unit and integrated testing, designing and utilizing test bases; assists users in acceptance testing. - Develops training materials, operating and user manuals; trains staff in assigned systems. - Researches, analyzes and evaluates new technologies, in particular, in relation to mobile applications, and makes recommendations for their deployment. - Participates in writing reports and papers on systems-related topics, system requirements, information strategy, etc. - Facilitates communications between OICT/ESS and its clients for good client relations. Serves as coordinator in the development of Service Level Agreements (SLAs) between the client and OICT/ESS, for either specific IT services or general technology support, including any charge back mechanisms. - Provides guidance to, and may supervise, new/junior staff, consultants, etc. - Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. - Performs other related duties as assigned. Knowledge of several high level programming languages and significant exposure to and demonstrated proficiency in all aspects of programming and analysis, including structured/object-oriented design, relational systems, scripting and query languages, document design and management, hardware and software requirements, systems facilities and execution protocols. Work ExperienceA minimum of five years of progressively responsible experience in planning, design, development, implementation and maintenance of computer information systems or related area is required. Five years of experience writing mobile applications using React Native using TypeScript, and interfacing with backend systems using REST APIs is required. Three years of experience managing Google Playstore and Apple Appstore development and deployment is required. Three years of experience with git, AzureDevOps, Android Studio and XCode is required. Three years of experience doing technical recruitment of React Native personnel is required. Experience with one or more of the following programming languages: Java, C#, Kotlin, Swift,Python, PowerFx is desirable. Experience with Machine Learning is desirable.
