Terms of ReferenceBackground: UNHCR, the UN Refugee Agency, is dedicated to safeguarding the rights and well-being of forcibly displaced individuals, stateless persons, and those at risk of statelessness. In 2022, UNHCR Brazil initiated a process aimed at standardizing and expanding the survey landscape to incorporate survey-based indicators of its new corporate Results-Based Management (RBM) framework. The development of the Results Monitoring Survey (RMS) was a pivotal step to streamline data collection and monitor impact and outcome-level results as part of multi-year country strategies and its results were an important input to the 2023 planning phase. The RMS has a standard questionnaire with limited flexibility. The RMS are household-level surveys that follow context-appropriate methodological approaches. They are tailored at country operation level. Operations can select relevant question sets from the RMS standard questionnaire based on their Results Frameworks and specific data and information needs. This survey is invaluable in supporting UNHCR policy discussions and providing inputs for the planning of its multi-year strategies.

Objectives of the Assignment: The primary objectives of this assignment are as follows:
 To review and analyze the results of the RMS 2023.
 To produce an analytical report based on the RMS findings.
 To provide insights and recommendations for course correction in annual implementation plans and budgeting.
 To support UNHCR in utilizing the RMS data to target public policies and inform policy debates.

Description of the Assignment: The contractor will be responsible for the following activities:
 Review and analyze the results of the Results Monitoring Survey (RMS) 2023.
 Conduct a comprehensive analysis of the data, focusing on refugees.
 Prepare an analytical report that presents key findings, trends, and insights derived from the RMS data.
 Provide recommendations for improving the effectiveness of UNHCR's strategies and operations.
 Use RMS 2023 results to carry out national situation analysis and mapping of policy gaps.
 To support UNHCR in developing recommendations for its Programme Cycle Planning phases.
 To participate in at least 2 UNHCR technical meeting and workshops to provide inputs to the operation and relevant stakeholders and disseminate the results.
 Under the guidance of UNHCR, to develop a presentation of the final report to disseminate at relevant policy fora.
 Collaborate with relevant units to integrate RMS findings into the decision-making process, targeting public policy and informing policy debates.

Deliverables: The consultant is expected to deliver the following:
The consultant is expected to deliver electronic copies of the following:
 PROD 1. Inception report, based on consultation with UNHCR explaining the methodology, approach, list of stakeholders for consultation etc.
 PROD 2. A comprehensive analytical report on the UNHCR Results Monitoring Survey (RMS) 2023 Findings in the context of the Policy Discussion on Refugee Policies within the National Policy on Migration, Asylum, and Statelessness (PNMRA), including key insights and recommendations.
 PROD 3. Development of a PowerPoint presentation of the Report both in English and Portuguese to relevant stakeholders within UNHCR.
 Regular progress updates and communication with UNHCR internal stakeholders.

Qualification Requirements of the Contractor: The selected consultant should possess the following qualifications and skills:
 An advanced degree in Social Sciences and/or Demography, or other fields directly relevant to the interrelations between refugee population, Human Rights and Sustainable Development.
 Have at least 7 years’ experience in policy formulation and application – on population issues and their policy implications, with emphasis on refugee population.
 Proven experience in household survey analysis and statistical methods.
 Demonstrated experience in reporting and presenting data to diverse audiences.
 Knowledge of UNHCR's mandate and operations is a significant advantage.
 Strong conceptual and analytical skills with the ability to articulate a holistic and interdisciplinary vision of the situation of refugee’s population in Brazil.

Desirable qualification:
a. Experience working with international organizations or UN agencies is desirable.
b. Have excellent writing and communication skills in English, and experience in developing policy papers, and reports for international organizations or UN agencies.
