Purpose of Activity/Assignment:

Evaluate the current National Social and Behaviour Change Communication Plans of DEPROS and ICS and support the design of the new National Social and Behaviour Change Communication Plans of both institutions.

Review the current National Social and Behaviour Change Communication Plans of Departamento de Promoção da Saúde - DEPROS of Ministry of Health - MoH and the strategic plan of Instituto de Comunicação Social - ICS Design the new 5-year National Social and Behaviour Change Communication Plans of DEPROS and the new strategic plan of ICS

ICS and DEPROS are key SBC actors in Mozambique, in regards to the promotion of positive behaviours and abandonment of harmful practices particularly in the areas of child health and nutrition, as well as child protection. UNICEF provides regular support to the two institutions for strengthening systems and increase capacity to design, implement and monitor evidence-based SBC strategies to promote the adoption of key essential practices for childhood development.

This consultancy will support the two institutions to critically review the implementation and achievement of results of respective current strategic plans and will facilitate the design of the new plans through a participatory process which will engage provincial and districts representatives of ICS and DEPROS.

The design of the new two plans of the two institutions should result in independent documents, however the new strategies should be harmonized to enhance synergies in terms of objectives, strategic approaches and indicators looking at strengthening collaborations and integrations among the two organizations.

The plans should also include advocacy actions for sustainable resource allocation and proactive involvement of decision makers.

Coordination meetings with ICS and DEPROS and the two organizations together, as well as with provincial and district representatives of the two, partners and stakeholders will be held.

Activities and Tasks:

In close coordination with UNICEF, DEPROS and ICS develop a detailed work plan of the consultancy. Through the active engagement of provincial and district representatives of the two organizations, assess the current strategic plans, identifying the implementation degree, results, good practices and constraints. Considering the contribution of relevant stakeholders, design the new strategic plans, respective action plan and budget, as well as monitoring frameworks.

To qualify as an advocate for every child you will have… 

An advanced university degree (Master’s or higher) in communication or Social Sciences, including sociology, anthropology, or related areas

At least 5 years from working with issues related to social and behavior change communication

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment.
