Terms of Reference1. General Background of Project or Assignment:
The Global Compact on Refugees (GCR) identifies “the appropriate economic, social and cultural inclusion of refugees” as a local solution pending a durable solution becoming available; and commits states and relevant stakeholders to “contribute resources and expertise, including technical guidance on legal and institutional frameworks that foster the peaceful and productive inclusion of refugees and the well-being of local communities.” This overall ambition of inclusion is consistent with the Sustainable Development Goal commitment to ‘leave no one behind’, to which UNHCR has committed to contribute. UNHCR in general and the Division of International Protection in particular is increasingly focused on the inclusion of refugees within national protection systems. The UNHCR Strategic Directions 2022-2026 include a focus on engagement with development actors, which is aimed at strengthening the inclusion of forcibly displaced and stateless people in national systems and services.
The Gender-based Violence (GBV) unit sits within the Field Protection Service, Division of International Protection (DIP) at headquarters and provides technical support and guidance to field operations across humanitarian and refugee operations through developing policy, guidelines, and tools, and facilitating learning and development events. The GBV unit works closely with other Units within DIP on inclusion and protection, including the Child Protection and Community-based Protection units, as well as with Regional Bureaux and the Division of Resilience and Solutions.

3. Overall Purpose and Scope of Assignment:

The consultancy will be managed overall by the Gender-based Violence (GBV) unit in the Division of International Protection (DIP) UNHCR, Geneva. The management of each of the specific components are outlined below.
1. Inception phase
The consultant will review the previous documentation from the 2023 consultancy on child protection systems strengthening, conduct planning meetings with UNHCR CPU, GBV Unit, CBP Unit, relevant Divisions, Regional Bureaux and Country Operations. Consultations with external stakeholders are also envisaged. The consultant will then produce a workplan for the consultancy with specific timings. The consultant will convene an inception workshop with UNHCR staff to agree on the workplan. The consultant will in the workplan identify opportunities for synergies between the different streams of work and any priority countries for technical support.
2. Develop a Toolkit for the inclusion of asylum seekers and refugees into national GBV systems
The consultant will conduct extensive consultations with relevant internal and external stakeholders to inform the development of a Toolkit that will include practical guidance, an inclusion index, indicators, and examples of initiatives and practices that are working across UNHCR operations.
This phase will also involve creating and implementing a mapping of completed/ongoing or planned work on inclusion during different stages of displacement. It will also include efforts made to implement pledges at the Global Refugee Forum 2023. The Toolkit will complement tools developed on child protection and other UNHCR guidance.
3. Deliverable
The consultant will lead on the delivery of webinars to disseminate the Toolkit and showcase of practices from a variety of UNHCR operations.

Qualification and experience required (degree required, years of work experience, field of expertise, language required):
- Bachelor’s degree or advanced degree (PhD or Masters) in social sciences, anthropology, sociology, international/community development studies, law or a related field.
- 6 years work experience if with Bachelor’s degree; 4 years work experience if with post graduate degree in desired field of education.
- Field experience in child protection in refugee settings essential with either UNHCR or another organization working on GBV issues
- Demonstrated expertise in GBV and refugee protection
- Preference will be given to candidates with previous work experience in humanitarian field
- Excellent analytical skills: including the capacity to develop analytical frameworks, collect and analyse qualitative and quantitative data from multiple sources to produce meaningful analysis for external reporting;
- Excellent drafting skills: with ability to write with clarity, high level of analysis, and conciseness;
- Experience in presenting analysis of results through visualisations;
- Demonstrated organisational skills: the ability to work independently and productively in a fast-paced environment;
- Flexible work attitude: the ability to work productively, independently, and to handle requests or issues as they arise;
- Communicates sensitively and effectively across different constituencies; and
- Ability to work under pressure and meet tight deadlines.
