What You'll DoRTI is seeking candidates for an In-Country Research Coordinator position to work in a part-time or consultancy capacity on an anticipated opportunity to provide independent evaluation services in support of the $202 million Energy Storage Project of the Kosovo Compact. The selected Evaluator will be contracted to meet MCC's accountability and learning requirements as detailed in MCC's M&E Policy (Policy for Monitoring and Evaluation of Compact and Threshold Programs) and as supplemented by MCC's Evaluation Management Guidance (Evaluation Management Guidance). The independent evaluation will assess change with respect to the Objective of the Energy Storage Project. The evaluation will also review program effectiveness and accountability for intended results. The anticipated timeline includes a base period of March 2026 – February 2027. There are up to 7 option periods through 2034. What You Will Do / Responsibilities. Serve as the in-country coordinator for the MCC evaluation and coordinate closely with Team Leader and Energy Evaluation Expert to manage in-country activities Lead in-country coordination and logistics support for performance evaluation activities such as workshops with stakeholders, key informant interviews, and data collection Manage and facilitate key stakeholder relations and communications, helping to build local stakeholder commitment to evaluation design and implementation Assist international team members to facilitate in country work What You'll NeedRequired Qualifications: Master's degree in a related field such as economics, engineering, statistics, environmental sciences, or another relevant field. 5+ years of experience in energy and/or research/evaluation Kosovo Citizenship Fluency in English and Albanian.
