Work LocationRemote Expected duration12 months Duties and ResponsibilitiesThe UN Environment Programme’s International Methane Emissions Observatory (IMEO) is a data-driven initiative accelerating deep cuts in methane emissions—the second largest driver of climate change and a major near-term opportunity for mitigation. IMEO provides open, reliable, and actionable data to support the Paris Agreement goals. Leveraging advances in technology and growing momentum, IMEO integrates satellite observations, scientific studies, industry reporting (OGMP 2.0), and national inventories to deliver a trusted emissions picture. As a core partner of the Global Methane Pledge, IMEO is shaping global mitigation efforts. Through its Methane Alert and Response System (MARS), IMEO uses satellite data to detect major emissions events, identify sources, and provide actionable insights to stakeholders. IMEO is seeking a Data Engineer to support MARS data management and analysis, focusing on inputs from governments and companies. The consultant will be responsible for contributing to database management, development needs, and tracking and analysis for MARS. In particular, the consultant will be responsible for “Component 2” data – that is, data that is related to MARS notifications, feedback, and action by stakeholders. This data is critical for tracking progress towards methane action following MARS notifications. Furthermore, the consultant will oversee analysis of this data to respond to requests by internal and external stakeholders, and to ensure the robustness of the data in MARS as well as IMEO’s Eye on Methane Platform, and enabling seamless engagement with oil and gas operators through improved data integration. The consultant will report to Acting Head, International Methane Emissions Observatory, Programme Management Officer, Climate Change Division, UNEP. Qualifications/special skillsMaster’s degree in data analysis, data engineering, or a related field. Minimum four year’s experience with data analysis, database management, and data engineering. Familiarity working with large datasets and coordinating between multiple data teams. Demonstrated ability to work across technical and policy-oriented teams. LanguagesEnglish and French are the working languages of the United Nations. For this post, fluency in English is required. Additional InformationOUTPUT/WORK: Database Management • Finalize database structure for storing stakeholder data and information. Subsequently, manage the retrieval of this data from internal tracking system (currently an Excel) and inputting into the database. As feasible, working with team to automate processes. • Design and manage tables to track facility operators and owners. Based on feedback, store changes in facility operators and owners to reduce plume attribution errors. • Manage relationships between sources and OGMP data. • Manage data from external databases, including tracking and importing any updates to these data (including but not limited to Rystad, OGIM). • Ensure updates and syncing of this data across public and internal databases. Development Needs • Communicate with the Eye on Methane (EoM) developers to display this data according to MARS team requirements. • Communicate with developers to design and implement tools to automate data input and update. This would include ensuring that sources are attributed in the right tables so that then this info can be fetched in the public platform, as well as bringing a data perspective to setting up the notification page (storing feedback, set metadata about the notifications, track facility operators etc.). Data Tracking and Analysis • Track and manage data accordingly to quickly provide analytics when requested (e.g., how many plumes or sources have been notified to X company, what is the current response rate, etc.) • Monitor and document successful attribution and notification cases, contributing to the preparation of communications materials and factsheets. • Oversee the preparation of the MARS data included in the monthly data updates.
