IEC material designing

Timeline: 4 weeks

1. CONTEXT
HANDICAP INTERNATIONAL IN IRAQ
Outraged by the injustice faced by people with disabilities and vulnerable populations, Handicap International aspires to a world of solidarity and inclusion, enriched by our differences, where everyone can live in dignity.
Handicap International is an independent and impartial aid and development organisation working in situations of poverty and exclusion, conflict and disaster. We work alongside disabled and vulnerable people to help meet their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights. HI has been registered and operational in Iraq since 1991 and has become a lead implementing agency in the emergency response in the Health and Protection sectors, operating across Ninewa, Kirkuk, Baghdad, Sulaymaniyah and Diyala Governorates. Since 2014, HI has scaled up its intervention in Iraq to respond to the humanitarian needs generated by the capture of territory by the IS-group, subsequent military operations and the widespread displacement of Iraqi populations.
In line with HI Iraq’s Operational Strategy for the period 2017-2020, the global objective of HI programming in Iraq is to ‘’Enhance the protection and resilience of conflict-affected communities in Iraq’’; an objective achieved through an operational framework of three central pillars:
The current operations are implemented through direct intervention in Ninewa, Kirkuk, Suleymaniah Diyala and Anbar Governorates. HI currently has a country coordination office in Erbil, field offices in Mosul, Kirkuk, Kalar, Suleymaniah and Baghdad.
BACKGROUNG OF THE PROJECT
Objective of the project: Vulnerable people in Kirkuk (Hawija) and Ninewa (Sinjar) Governorates become more resilient through the inclusive provision of humanitarian assistance and protection services which contributes to improved social cohesion.
In consortium with Save the Children, NRC and Care, Handicap International (HI) support the consortium partners ‘activities on inclusion mainstreaming. HI built and support a network of local civil organization (CSO), which includes disable persons organizations (DPO) in both Hawija and Sinjar with the objective to deliver intensive support to people living with disabilities; advocate for national disability policy with government, monitor legislation and commitments to key articles within the UNCRPD; and promote accessible services and disability rights within their communities.
The support of the CSO/DPO network aims to show increased capacity to manage resources and promote disability inclusion within their community, including delivering awareness inclusion campaigns/sessions targeting local communities by promoting accessible services and rights of persons with disabilities in the communities and open minds on inclusion.
In order for this awareness raising to be effective, the IEC materials have been brainstormed and draft with the network, in order to be owned with the CSO/DPO network, to respond to the key priorities CSOs/DPOs in their local context, to be culturally appropriate, to target the right stakeholders and use methods that will be effective in the community.
2. OBJECTIVE OF THE CONSULTANCY
OBJECTIVES
To promote accessibility services and rights of persons with disabilities in the communities (Hawija/Sinjar) and open minds on inclusion and rights of persons with disabilities.
DELIVERABLES
a. Fourteen (14) IEC material design content and development
Ø Design IEC material according to HI inclusion guidance.
The IEC material will be distributed to children/youth and adult at community level during awareness session at community level, at school, during events and others activities specifically on inclusion and rights of persons with disabilities.
The materials will be used by the CSO/DPO network organizations as part of HI project.
HI will expect the consultant to be able to adjust the messages according to the criteria discussed after the selection of the candidate and according to the draft (drawing) of IEC materials provided.

b. Timeline
The full consultancy from the agreement signature to the delivery of IEC material will be running for one month.
Week 1
(22th of March 2020)
1 day - One meeting between HI and the consultant on the needs and validation of the chart characters etc.
5 days of the first week - Production and designing of the IEC material
Week 2
(week of 29th of March)
Week 3
(week of 5 of April)
Total production (12 days)
1 day : one physical meeting with presentation of the IEC material produced, including HI validation internal process and adjustments to provide according to HI feedbacks
2 days adjustments –consultant working on production and designing of IEC materials according to the adjustments asked
Week 4
(week of 12th of April)
1 day : sending the IEC with the adjustment through emails and HI will validate or give adjustments to provide
1 days adjustments –consultant working on production and designing of IEC materials according to the adjustments asked
1 days : sending the IEC with final adjustment through emails and HI will validate with final adjustment if necessary
1 day : final meeting with final IEC material produced and share to HI (source and PDF folder)
At least 5 meetings or forth and back if IEC materials needs to be revised (week 3 and week 4)
All IEC materials will need to be finalized by 16rd of April 2020.
c. Basic requirements
Ø The documents will be in Arabic.
Ø All materials produced shall follow inclusion guidelines in order to be accessible to all beneficiaries.
Ø The successful applicant will work in close collaboration with HI project team to develop the IEC materials according to the content and messages provided in each the drawing draft.
Ø All sources IEC materials will be provided at the end of the consultancy to Project Manager and HI.
3. APPLICATION
REQUIRED BACKGROUND AND SKILLS
The applicant should have:
· Strong experience is planning and implementing communication campaign
· Concrete experience in designing multi-media materials (IEC).
· Experience of design of media materials for humanitarian organization would be a strong asset.
· Strong experience in using the Adobe Suite (Photoshop, InDesign, Illustrator).
· Experience of high-quality graphic production from start to published/printed product with knowledge of printing processes and colour management.
· Demonstrated and extensive social media experience is an advantage.
· Languages required: English, Arabic.
