    ORGANIZATIONAL CONTEXT

    WFP defines “identity management” (IDM) as the principles, standards, processes, capabilities and technology solutions that we use to identify people and to store and utilise their information. This applies both when we assist people through our own programme activities and when we provide assistance on behalf of governments or other partners. Our principles and standards aim to put the people we assist at the centre of our programmes, empowering them and protecting them. The registration, enrolment, verification, delivery, and assurance processes aim to enable the delivery of quality programmes while the capabilities, including skill sets, technology, services, and partnerships, enable WFP to meet the principles and standards.

    In Palestine, Gaza in particular, WFP has rolled out robust digital IDM solutions such as the self-registration tool, data assurance tool, and payment instrument tracking tool. In the West Bank, WFP has worked on implementing a pipeline to ensure that beneficiaries’ data are safely used and processed from their source (Ministry of social Development or UNRWA) until the assistance reaches the beneficiaries. The incumbent of this role will work within the WFP Palestine Programme units, working closely with relevant technical colleagues in the Area Office, Country Office (CO), and Headquarters (HQ).

    JOB PURPOSE

    The objective of this role is to lead regular IDM operations and specific projects with clearly defined deliverables, engaging with cooperating partners (CPs) and other UN agencies at a technical level, and ensuring the effective implementation of digital solutions. This role is crucial for enhancing the efficiency and accuracy of beneficiary identification and distribution processes including im-kind food distributions and cash-based transfers.

    KEY ACCOUNTABILITIES (not all-inclusive)

    Within delegated authority, the IDM Associate will be responsible for the following duties:

    • Coordinate regular IDM operations in Palestine, engaging with relevant focal points in West Bank and Gaza.
    • Follow-up on implementation of regular IDM operations, ensuring timely support and feedback on achievements, gaps, etc.
    • Proactively communicate with senior team members and HQ on challenges and support required to overcome bottlenecks, contributing to smooth running of operations.
    • Lead development, review, and periodic update of Standard Operating Procedures (SOPs) and Guidance for established WFP IDM standards, processes, and solutions.
    • Provide project management support in identifying and analysing business requirements, developing and tracking progress against implementation timelines, liaise with relevant stakeholders to ensure effective collaboration and coordination.
    • Ensure that data analytics products for the different activities are either designed and developed or maintained to support visualization of data and reporting purposes.
    • Support IDM data management activities for Palestine, such as registration, data cleaning, deduplication, adjudication, deletion exercises.
    • Support analysis preparation as required.
    • Support regular operations in IDM corporate systems and Financial Service Provider (FSP) systems, such as but not limited to: DAT, PIT, SRA, SCOPE, Palpay etc..
    • Identify challenges regarding data collection and processing to suggest solutions and establish mechanisms to improve data quality and integrity for analysis.
    • Contribute to strategic planning of IDM activities, including support to periodic review of regular operations against evolving context and WFP assurance best practices for all programmatic activities and modalities.
    • Contribute to regular engagements with UN sister agencies, INGOs, NGOs, and cluster on IDM topics, including registration, deduplication, and assistance coordination.
    • Any other business.

      STANDARD MINIMUM QUALIFICATIONS

      Education: Bachelor’s degree in a relevant area, such as business administration, computer science, technology, etc.

      Experience: Minimum 6 years of relevant working experience.

      Language: Fluency (level C) in in oral and written communication in Arabic and in English.

      Knowledge & Skills

      • Knowledge of SQL and understanding of database concepts
      • Proficiency in Windows, MS Office (Word, Excel, PowerPoint, Outlook)
      • Experience working on cash projects
      • Strong communication and listening skills
      • Multitasking, organization, and prioritization skills
      • Proficiency in SQL, ability to code – preferred
      • Knowledge of WFP Identity Management standards – preferred
      • Experience with WFP tools and systems – preferred
