IDB Lab – Development Effectiveness Impact Officer (Senior Associate)

About this position

IDB Lab is searching for an Impact Officer to continue developing IDB Lab’s Development Effectiveness (DE) function, including project and portfolio impact and performance measurement and management initiatives. IDB Lab is in the process of upgrading its DE function and aligning it to its renewed value proposition for the period 2025-2032. A robust DE function is an integral part of this value proposition.

The Strategy, Knowledge, and Impact unit supports IDB Lab in the development of strategy, connections and knowledge, and impact and performance measurement and reporting. This position will support the development of all DE aspects at IDB Lab, including the deployment of IDB Lab’s new impact model, the Innovation Results Framework (IRF), the digital transformation of its DE function, continued adjustment of the results architecture to reflect the nature of a laboratory, with early-stage, higher-risk, entrepreneurial and experimental business models, and the consolidation of the results function within the IDB Group. A focus on IDB Lab’s impact on the improvement of the lives of those who are excluded, the poor, and the vulnerable is particularly important.

What you’ll do:

You will support the development of all strategic efforts at IDB Lab related to impact measurement—in partnership with other parts of the Group, and with all service providers for the impact measurement functions at IDB Lab. In this role, you will have the following responsibilities:

Design and implement project/program assessments, thematic/sector reviews, and studies’ systemic, catalytic, and demonstration effects. Project/program assessments include, but are not limited to ex-post evaluations, impact evaluations, and thorough testing of new products and services. Facilitate the inclusion of lessons learned into the design of new projects and provide advice for the implementation of ongoing projects. Participate in the preparation of knowledge products focused on development effectiveness. Report on development effectiveness data to inform the Corporate Results Framework, Development Effectiveness Overview, pitch books, and other communication products. Facilitate cooperation with other MDBs on development effectiveness matters. Ensure accurate reporting of all IDB Lab DE results and data. You will work with project teams, clients, and with IDB and IDB Invest to ensure the quality of the results and data produced by IDB Lab’s different DE platforms. You will identify problems and address them, working closely with IDB Lab’s Chief Technology Officer (CTO). Support in the implementation of the Innovations Results Framework (IRF). You will work to deploy the IRF, including the different IRF components and concepts to be rolled out over time, including new approaches to measuring impact, new approaches to poverty, climate, or other concepts, and updates to IDB Lab’s indicator catalog. Assist in the implementation of the digital transformation of DE. You will work with business units and with the CTO to continue to advance the digital transformation of all aspects of DE. This can include upgrading of DE tools with digital technology, as well as the development of novel approaches to main DE functions, enabled by advances in digital technology. Help supervise Development Effectiveness services currently provided by IDB Invest. You will work with and serve as a liaison with IDB Invest’s development effectiveness services provided to IDB Lab under the IDB Lab’s Service Level Agreement (SLA). You will also work with IDB Lab staff to coordinate all communications regarding development effectiveness activities. Ensure top-level standards of impact measurement. You will work to ensure that IDB Lab standards and definitions are updated and aligned with IDB Group standards on measurement of issues such as impact and results, poverty and vulnerability, resource mobilization, measurement of innovation, measurement of scale, etc. You will work with top industry leaders to ensure that standards evolve to be at the vanguard of measurement for an innovation lab. You will work to ensure that corporate priorities, such as the Lab’s impact on the poor and vulnerable, gender and diversity, and climate, are measured at the project and portfolio level. Support corporate reporting. You will support business units in the preparation and presentation of all main corporate reporting publications, including the IDB Group’s Impact Framework (IF), the IDB Group’s Development Effectiveness Overview, IDB Lab’s IRF, and any other periodic reporting, as needed. In addition, you will support periodically sharing the impact and result in different fora.

What you’ll need:

Education: You hold a master’s degree (or equivalent advanced degree) in economics, finance, business administration, business strategy, or another relevant field.

Experience: You have a minimum of 3 years of professional work experience in impact measurement or business strategy.

A solid understanding of similar innovation-focused development organizations is essential. Knowledge and/or experience in Latin America and the Caribbean is needed.

Strong project management skills and experience managing sophisticated projects, developing and implementing innovation, as well as the ability to engage stakeholders across different levels of the organization.

Advanced computer skills, including word processing, Excel, monitoring tools, databases (Airtable is a plus), and CRM tools (Salesforce is a plus).

Languages: Full proficiency in Spanish and English is required. Proficiency in other official IDB Invest languages (French and/or Portuguese) is a plus.

Type of contract and duration

International staff contract, 36 months initially, renewable upon mutual agreement.
