IDB Invest Development Effectiveness Consultant – Level C1

The Department of Strategy and Development’s (DSP) primary role is to lead IDB Invest efforts to create, implement and sustain its strategic vision and achieve development impact and additionality. DSP delivers on Development Effectiveness, Strategic Planning and Knowledge, Social Environmental and Governance, Advisory Services, and Corporate Affairs.

The Development Effectiveness Division (DVF) is responsible for the design and implementation of the IDB Invest’s impact management framework. It establishes, implements, and oversees compliance with evaluation standards at each stage of a project’s life cycle (origination, preparation, implementation, and evaluation). DVF ensures both accountability and learning for the benefit of our clients, partners, and beneficiaries in Latin America and the Caribbean. Furthermore, it defines operational recommendations and is responsible for corporate reporting and cooperation with other MDBs on development effectiveness matters. DVF manages various tools such as: ex-ante and ex-post cost-benefit analysis, the Development Effectiveness Learning Tracking and Assessment Tool (DELTA), the Annual Supervision Report (ASR), the Expanded Supervision Reports (XSR), and in-depth and impact evaluations. DVF is also responsible of providing development effectiveness services to IDB Lab.

About this position:

We are searching for Development Effectiveness Consultants to support the Development Effectiveness Division (DVF) team during the implementation of the new IDB Invest business model. Specifically, DVF has been tasked with reviewing the IDB Invest’s Impact Management Framework (IMaF), which includes developing and implementing a new Strategic Selectivity Framework, a renewed DELTA Impact Rating System, a new Sustainable Portfolio Approach, and an Additionality Framework. To implement these reforms during the transition period, DVF needs to hire backfills consultants to support the staff member dedicated to transition tasks

What you’ll do:

  • Ensure that throughout the lifecycle of IDB Invest products and services, development effectiveness objectives are met; and that quality standards are followed to ensure the relevance, efficiency, effectiveness, and evaluability, as well as the financial sustainability and financial contribution of these products and services.
  • Participate in project preparation, providing support on the project design and monitoring and evaluation plans. Support the team leaders in training teams and clients on intervention logic, indicators, data collection, and evaluation methodologies.
  • Cooperate in the design and implement project/program assessments, thematic/sector reviews and studies’ systemic, catalytic, and demonstration effects. Project/program assessments include, but are not limited to ex-post evaluations, impact evaluations, and rigorous testing of new products and services.
  • Recap and include lessons learned into the design of new projects and provide technical support for the implementation of ongoing projects. Cooperate in the preparation of knowledge products focused on development effectiveness.
  • Report on development effectiveness data to inform the Corporate Results Framework, Development Effectiveness Overview, pitch books and other communication products. Facilitate the cooperation with other MDBs on development effectiveness matters.
  • Support in additional tasks related to the implementation of the new IDB Invest’s Impact Management Framework (IMaF).

    What you’ll need:

    LEVEL C1:

    • Education: You hold a bachelor’s degree in economics, Finance, Public Administration or related field for the position.
    • Experience: At least 2 years of relevant experience in economic research, project management, or monitoring and evaluation of development projects in one or more areas of interest for the IDB Invest (financial markets and banking, trade finance, transport, energy, telecommunication, agribusiness, manufacturing, tourism and other services).Experience in economic cost-benefit analysis or impact evaluation is a plus.
    • Languages: Deep knowledge in English and Spanish required; knowledge of Portuguese is a plus.

      Requirements:

      • Consanguinity: You have no family members (up to fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB Group.

        Core and Technical Competencies:

        • Knowledge of development economics, development effectiveness, impact measurement, monitoring and evaluation, and economic cost-benefit analysis.

        • Deep understanding of the operational work of the IDB Invest, IDB Lab or similar experience in a multilateral institution/ private sector.
        • Knowledge and/or experience in Latin America and the Caribbean is essential.
        • Project management skills.
