The Green Climate Fund (“GCF”) is a multilateral fund created to make a significant and ambitious contribution to the global efforts towards attaining the goals set by the international community to combat climate change. GCF will contribute to the achievement of the ultimate objective of the United Nations Framework Convention on Climate Change (UNFCCC). In the context of sustainable development, GCF will promote the paradigm shift towards low-emission and climate-resilient development pathways by providing support to developing countries to limit or reduce their greenhouse gas emissions and to adapt to the impacts of climate change, taking into account the needs of those developing countries particularly vulnerable to the adverse effects of climate change. GCF is governed by a Board, composed of an equal representation of developed and developing countries. The Fund is operated by an independent Secretariat headed by an Executive Director.
The Fund seeks to recruit an ICT Project Manager Consultant to carry out the tasks, duties and responsibilities, deliver the set deliverables and provide support to the hiring unit as detailed below. The consultant will join GCF team on HQ based. The assignment is for an initial 230 days over a 12 -month period.
Role
Under the supervision of the ICT Project Management Specialist, the ICT Project Manager Consultant will support the team in the implementation of its business intitaitves and priorities. The role involves performing activities such as project management, product management, business analysis, communications, configuration management, and technical documentation as part of the management of projects for multiple digital product lines and services.
Duties and responsibilities
The Consultant will be responsible for but not limited to:
• Manage projects by working closely with business stakeholders and ICT teams using Agile methodologies;
• Serve as a Product Lead for ICT solutions such as ServiceNow Strategic Portfolio Management platform;
• Determine and manage business requirements for various digital initiatives involving the delivery of products and services through the application of best practices and techniques;
• Provide project and product management support by monitoring project progress, generating management support and documenting the lessons and risk log;
• Manage communication among stakeholders and across teams in support of Enterprise ICT Programme Management Office using the institutional tools, standards, and procedures;
• Develops product release plans and supports the Manager, with product line visions, strategies, metrics, and roadmaps.
• Coordinate and organize interdepartmental committees, workshops, and a diverse range of other meeting settings on ICT matters.
• Engage with business stakeholders to able to design digital solutions for GCF business users as well as coordinate User Acceptance Testing.
• Independently, captures specific features/aspects of the client needs or operational environment to ensure optimal project design/delivery.
Engagement
• Coordinates with business, data, and ICT teams to align ICT product line and other architectures, consults with GCF’s users to assess and anticipate current and future requirements, develops a long-term action plan, and, facilitates demand planning and management conversations;
• Manages vendor relationships and aligns vendor products and services with the Fund’s digital agenda and objectives, works with stakeholders to continually optimize the governance and decision-making processes, and develops service-level agreements for the business outcomes.
Required Experience and Qualifications
• Master’s degree in computer science, information systems, business administration, project management, or related subjects; or a relevant Bachelor’s degree with an additional 2 years of professional experience;
• Certification in project management (e.g., PRINCE2 and PMP) or product management is desirable;
• At least seven years of professional experience in ICT project management and service delivery.
• Proficiency in analysing structured business data, producing compelling visualisations by use
of advanced modern business intelligence tools (e.g., Power BI) and automating workflow tools (e.g., Power Automate).
• Strong experience with Project Management tools
• Experience in administering the ServiceNow platform is preferred.
• Analytically minded with strong presentation skills.
• Ability to plan and conduct end-user training sessions.
• Ability to work productively and maintain effective relationships in multidisciplinary and multicultural teams.

• Strong attention to detail and accuracy;
• Experience in working in a fast-paced environment; comfortable in an international environment with a very diverse workforce.
• Fluent written and oral communication skills in English are essential for this position; knowledge of another UN language an advantage.
